Goa NEET MBBS Counselling Documents
Every document a Goa candidate needs, covering the national papers every applicant must carry plus the DTE state-quota proofs. For each one you get what it is, how to obtain it, what it costs, and the mistakes that can cost you a seat.
Ten years of residence, and the right officer for every certificate
To qualify for the Goa state quota you must show ten years of continuous residence in Goa, certified by the Mamlatdar. The one way to shorten this is family roots: if a parent or grandparent was born in Goa, the requirement drops to five years. The bigger thing to watch is who signs your category proof. SC, ST and OBC caste certificates are accepted only from the Deputy Collector of the area, and the prospectus says certificates from a Village Panchayat or Mamlatdar will not be accepted.
The two Goa traps
Ten years, certified by the Mamlatdar. Your residence certificate must show ten years of continuous residence in Goa immediately before you apply. This drops to five years only if a parent or grandparent was born in Goa.
Your caste certificate must come from the Deputy Collector. An SC, ST or OBC certificate from a Village Panchayat or Mamlatdar will not be accepted, so get it on the prescribed proforma from the Deputy Collector of the area concerned.
You are considered for the 85% state quota and the 15% All India Quota run by the MCC. The documents below cover both. One difference for AIQ: your OBC certificate must be on the Central OBC-NCL list in the central format. A Goa caste / OBC certificate works for the state quota but is rejected for AIQ. If you plan to use both, get a central-list OBC-NCL certificate as well.

Documents every candidate needs

NEET UG 2026 Admit Card
National Testing Agency (NTA)
- What it is
- This is your proof that you sat the exam. It carries your roll number and the photo used to match your face at the desk.
- How to get it
- Download it from neet.nta.nic.in. A fresh admit card is being issued for the 21 June 2026 re-exam, so your old 3 May admit card no longer counts.

- Free.

- You can download it the moment it is released, expected by mid-June 2026.
NEET UG 2026 Scorecard / Rank Letter
National Testing Agency (NTA)
- What it is
- This shows your percentile, your marks and your All India Rank. The whole allotment runs on this rank.
- How to get it
- Download it from neet.nta.nic.in once results are out, expected July 2026.
- What it costs
- Free.
- How long
- You can download it the moment results are declared.
Class 10 Certificate / Marksheet
Recognised national or state board
- What it is
- This is the accepted proof of your date of birth. The counselling authority wants the board certificate, not a municipal birth certificate.
- How to get it
- You already have this one. If you have lost it, apply to your board for a duplicate well before counselling starts.
- What it costs
- Free if you have it; a duplicate from the board costs about Rs.100–500.
- How long
- Ready straight away if you have it; a board duplicate can take 2–4 weeks.
Class 12 Marksheet + Passing Certificate
Recognised national or state board
- What it is
- This proves you cleared 10+2 with Physics, Chemistry, Biology/Biotech and English, and met the required aggregate (50% Open/EWS, 40% SC/ST/OBC, 40% Open-PwBD).
- How to get it
- You already have this one. It must show your individual subject marks.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Government Photo ID
Aadhaar / PAN / Passport / Voter ID / Driving Licence
- What it is
- This checks your identity against the admit card so nobody can sit in your place.
- How to get it
- Bring any valid, unexpired government ID. Aadhaar is the simplest choice, since your name has to match across all your documents.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Passport-size Photographs
Same photo as your NTA registration
- What it is
- These are for the college's records. They must be the same photo you uploaded during NEET registration.
- How to get it
- Print 8 colour copies from the exact file you uploaded to NTA.
- What it costs
- About Rs.50–150 at a photo studio.
- How long
- Same day.
Medical Fitness Certificate
Registered allopathic practitioner (MBBS or higher)
- What it is
- This confirms you are fit for clinical training. Some colleges issue it when you report; others want it in hand beforehand.
- How to get it
- Get it from a registered MBBS doctor, or from the allotted college's own medical board if they insist on using theirs.
- What it costs
- Free at a government hospital; Rs.200–1,000 at a private one.
- How long
- Same day.
Birth certificate: only needed as a backup if your Class 10 certificate does not print the exact date of birth.
Residence in Goa
This is what makes you a Goa candidate for the 85% quota.
Residence Certificate (10 years)
Mamlatdar
- What it is
- Proof of ten years of continuous residence in Goa right before you apply. This is what makes you a Goa candidate for the 85% quota.
- How to get it
- Apply to the Mamlatdar of your Taluka for a Certificate of Residence stating your continuous period of residence in Goa. A 'Bonafide student' certificate from a recognised Goa school can stand in if the residence period is clearly established, but if there is any doubt the Mamlatdar certificate is required.
- What it costs
- Nominal.
- How long
- Allow 2-4 weeks; apply early.
Watch out: This drops to five years only if a parent or grandparent was born in Goa. If you claim that, also carry that parent's or grandparent's birth certificate from the Registrar of Births & Deaths plus proof of how they are linked to you.
HSSC (Class 12) from a Goa institution
Goa school / board
- What it is
- Backs up your local academic qualification, showing you passed the qualifying exam from a school or college located in Goa.
- How to get it
- Use your HSSC marksheet and passing certificate from a Goa institution. You still need a Mamlatdar residence certificate to establish the residence period.
- What it costs
- Free if held.
- How long
- Instant if held.
Watch out: An out-of-state HSSC on its own does not establish Goa residence, so you still need the Mamlatdar certificate.
Birth Certificate
Registrar of Births & Deaths / competent authority
- What it is
- Needed by every applicant. The prospectus lists a Birth Certificate from the Competent Authority among the documents required for all.
- How to get it
- Get your birth certificate from the Registrar of Births & Deaths or the competent municipal authority.
- What it costs
- Nominal.
- How long
- Same week to a couple of weeks if not held.
Watch out: If you claim the reduced five-year residence on parent or grandparent grounds, you also need their birth certificate from the Registrar of Births & Deaths plus documents linking them to you.
Reservation & fee documents
Only if it applies to youOnly if you are claiming a reserved category or a fee concession.
Caste Certificate (SC / ST / OBC) from the Deputy Collector
Deputy Collector of the area concerned
- What it is
- Proof of your reserved category for the Goa quota, on the prescribed Goa proforma. OBC certificates must also state non-creamy-layer and non-migrant status.
- How to get it
- Get a valid Non-Migrant Caste Certificate (SC/ST), or a non-creamy-layer, non-migrant Caste Certificate (OBC), in the prescribed proforma from the Deputy Collector of the area concerned.
- What it costs
- Nominal.
- How long
- About 2-3 weeks if you do not already hold one.
Watch out: The prospectus says certificates issued by a Village Panchayat or Mamlatdar are not accepted. Only the Deputy Collector's certificate counts, otherwise you are treated as General. Reservation also requires that you or your forefathers belonged to Goa or migrated before 16 February 1968.
EWS Income & Assets Certificate
Mamlatdar of concerned Taluka
- What it is
- An Income and Assets Certificate in the specified format for the 10% Economically Weaker Section quota. It is for candidates not covered by SC/ST/OBC whose family income is below Rs 8 lakh.
- How to get it
- Apply to the Mamlatdar of your Taluka for the Income and Assets Certificate in the prescribed format, valid for the year.
- What it costs
- Nominal.
- How long
- About 2-3 weeks.
Watch out: The certificate must be issued after 1 April 2025 (after 1 April of the relevant year) and is valid only for that admission year, so get a fresh one. The asset bars (for example 5 acres of farmland, a 1000 sq.ft. flat) rule you out regardless of income.
Income Certificate (tuition-fee concession)
Village Panchayat (village areas) / Chief Officer of Municipality (municipal areas)
- What it is
- An income certificate for the 50% tuition-fee concession in Government colleges, open to General/PwD/FF/ESM candidates whose parents' total annual income is below Rs 3,00,000. SC/ST/OBC candidates do not need it for their separate concession.
- How to get it
- Apply to the Village Panchayat (Secretary, attested by Sarpanch) for village areas, or to the Chief Officer of the Municipality for municipal areas, stating both parents' gross annual income from all sources for 2024-25.
- What it costs
- Nominal.
- How long
- About 2-3 weeks.
Watch out: This only gets you a fee concession, not a seat, and it is separate from the EWS Income & Assets certificate. It must have been issued after 1 April 2025. Without it you pay full fees, refundable if you produce it within 60 days.

Disability Certificate (PwD)
Medical Board, Goa Medical College (or other state-designated authority)
- What it is
- For the 3% Persons with Disabilities reserved category. It certifies your benchmark disability and your fitness to undergo all parts of the course.
- How to get it
- Get a certificate from the Medical Board of Goa Medical College, or any other Competent Certifying Authority designated by the State Government, confirming the disability and your ability to undergo the theory, practical and workshop parts of the syllabus.
- What it costs
- Free at a government facility.
- How long
- Apply early; slots are limited.
Watch out: The Admission Committee can send the case to the Medical Board of Goa Medical College & Hospital, Bambolim, if there is any dispute. PwD seats sit across the General, ST and OBC groups, so you still need your underlying category proof. For the separate AIQ pool, MCC requires its own disability assessment, which a state certificate does not cover.
Leaving / Transfer Certificate
Last school / college attended
- What it is
- A Leaving or Transfer certificate from the school or college you last attended, signed by the Headmaster or Principal.
- How to get it
- Collect the Leaving/Transfer certificate from your last institution.
- What it costs
- Nominal / free.
- How long
- Same week if held.
Watch out: Needed at verification; carry the original along with your HSSC marks statement.
Freedom Fighter Certificate (children of FF)
Home Department, Secretariat, Goa
- What it is
- For the 1% Freedom Fighter category. It certifies that a parent is registered as a Freedom Fighter of Goa.
- How to get it
- Apply to the Home Department (General), Secretariat, Panaji, Goa, for a certificate in the prescribed proforma stating the parent's Freedom Fighter registration date and number.
- What it costs
- Nominal.
- How long
- About 2-3 weeks.
Watch out: Only the natural (by-birth) child of a registered Freedom Fighter qualifies, and you must still meet the General Category residence conditions.
Ex-Servicemen Certificate (children of ESM)
Rajya Sainik Board / Department of Sainik Welfare, Goa
- What it is
- For the 1% Ex-Servicemen category. It certifies that a parent is a registered Ex-Serviceman, with the registration date and number.
- How to get it
- Apply to the Secretary, Rajya Sainik Board / Department of Sainik Welfare, Government of Goa, for the certificate.
- What it costs
- Nominal.
- How long
- About 2-3 weeks.
Watch out: The certificate must say it is issued for admission and is valid only for that academic year, so get a current one. You must also have passed Std XII from a school or college in Goa.
Service Certificate (Govt / PSU / Defence employee parent)
Head of Office / Department of the employed parent
- What it is
- For the 3% CSP category. It certifies that a parent is posted in Goa as a Central or Goa State Government / PSU / Defence employee.
- How to get it
- Get a service certificate on official letterhead from the parent's Head of Office stating the full name, designation, date of transfer order, date of joining and present posting, with copies of the transfer or posting orders.
- What it costs
- Free.
- How long
- Same week to a couple of weeks.
Watch out: This category exists for families who do not meet the standard residence rule. The certificate must show posting in Goa up to the application date.
Nativity Certificate (Goan Native)
Competent authority (Government records establishing nativity)
- What it is
- For the 2% Goan Native category. It certifies that a parent or grandparent was born in Goa, for candidates who do not meet the full General Category residence rule.
- How to get it
- Produce a certificate of nativity (by birth in Goa) of either parent or grandparent from the competent authority, backed by Government-issued documents that establish their link to you.
- What it costs
- Nominal.
- How long
- About 2-3 weeks.
Watch out: Candidates who already qualify under General Category are not considered under this category. Goan Native seats sit within the General, ST and OBC groups, so SC/ST/OBC claimants also need their caste certificate.
The Goa checklist
- Residence: 10-year Mamlatdar certificate (or 5 years if a parent or grandparent was born in Goa). This takes the longest, so start early.
- Caste: SC/ST/OBC on the prescribed proforma from the Deputy Collector of the area; Panchayat or Mamlatdar certificates are rejected.
- EWS: Income & Assets certificate from the Mamlatdar of your Taluka, valid for the year and issued after 1 April.
- Fee concession: a separate income certificate (Panchayat / Chief Officer of Municipality) is needed only for the tuition-fee concession, not for a seat.
- Central vs state for AIQ: Goa category certificates are for the state quota; AIQ needs a central-list OBC-NCL certificate.
