Odisha NEET MBBS Counselling Documents
Every document an Odisha candidate needs, covering the national papers everyone has to carry plus the OJEE state-quota proofs. For each one: what it is, how to get it, what it costs, and the slip-ups that cost a seat.
Odisha checks its military and Green Card quotas before counselling
A resident/nativity certificate is what gets you into the Odisha quota. What sets the state apart are two welfare quotas with their own rules. The Ex-Servicemen quota is not checked at the counselling desk: you go through the Rajya Sainik Board, Bhubaneswar, which verifies your claim and sends the list straight to OJEE. The Green Card quota needs the original, untampered Green Card, and its details must match your HSC exactly.
Two Odisha quotas with strict routes
Ex-Servicemen (ES). Apply through the Rajya Sainik Board, Bhubaneswar. It checks the records itself and sends the verified list to OJEE. Wards of personnel who are still serving are not eligible under ES.
Green Card. Bring the original, untampered Green Card. The name and date of birth on it must match your HSC certificate, otherwise you are moved to the General category.
You are considered for the 85% state quota and the 15% All India Quota run by the MCC. The documents below cover both. One difference for AIQ: your OBC certificate must be on the Central OBC-NCL list in the central format, because an Odisha caste certificate works for the state quota but is rejected for AIQ. If you plan to use both, get a central-list OBC-NCL certificate as well.

National Testing Agency (NTA)

- This is your proof that you sat the exam. It carries your roll number and the photo used to match your face at the desk.
- How to get it
- Download it from neet.nta.nic.in. A fresh admit card is being issued for the 21 June 2026 re-exam, so your old 3 May admit card no longer counts.

- You can download it the moment it is released, expected by mid-June 2026.
NEET UG 2026 Scorecard / Rank Letter
National Testing Agency (NTA)
- What it is
- This shows your percentile, your marks and your All India Rank. The whole allotment runs on this rank.
- How to get it
- Download it from neet.nta.nic.in once results are out, expected July 2026.
- What it costs
- Free.
- How long
- You can download it the moment results are declared.
Class 10 Certificate / Marksheet
Recognised national or state board
- What it is
- This is the accepted proof of your date of birth. The counselling authority wants the board certificate, not a municipal birth certificate.
- How to get it
- You already have this one. If you have lost it, apply to your board for a duplicate well before counselling starts.
- What it costs
- Free if you have it; a duplicate from the board costs about Rs.100–500.
- How long
- Ready straight away if you have it; a board duplicate can take 2–4 weeks.
Class 12 Marksheet + Passing Certificate
Recognised national or state board
- What it is
- This proves you cleared 10+2 with Physics, Chemistry, Biology/Biotech and English, and met the required aggregate (50% Open/EWS, 40% SC/ST/OBC, 40% Open-PwBD).
- How to get it
- You already have this one. It must show your individual subject marks.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Government Photo ID
Aadhaar / PAN / Passport / Voter ID / Driving Licence
- What it is
- This checks your identity against the admit card so nobody can sit in your place.
- How to get it
- Bring any valid, unexpired government ID. Aadhaar is the simplest choice, since your name has to match across all your documents.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Passport-size Photographs
Same photo as your NTA registration
- What it is
- These are for the college's records. They must be the same photo you uploaded during NEET registration.
- How to get it
- Print 8 colour copies from the exact file you uploaded to NTA.
- What it costs
- About Rs.50–150 at a photo studio.
- How long
- Same day.
Medical Fitness Certificate
Registered allopathic practitioner (MBBS or higher)
- What it is
- This confirms you are fit for clinical training. Some colleges issue it when you report; others want it in hand beforehand.
- How to get it
- Get it from a registered MBBS doctor, or from the allotted college's own medical board if they insist on using theirs.
- What it costs
- Free at a government hospital; Rs.200–1,000 at a private one.
- How long
- Same day.
Birth certificate: only needed as a backup if your Class 10 certificate does not print the exact date of birth.
Odisha eligibility
This gets you into the 85% state quota.
Resident / Nativity Certificate of Odisha
Tahsildar via the state online service
- What it is
- Your main proof that you belong to Odisha, needed for the state quota and for any reserved sub-category.
- How to get it
- Apply online to the Tahsildar / competent authority for the resident (nativity) certificate.
- What it costs
- Nominal.
- How long
- Allow about 2 weeks; apply early.
Watch out: You need this to claim any reserved category (SC/ST/EWS/ES/GC and sub-categories), and you must be a native of Odisha.
Reservation & fee documents

Caste Certificate (SC / ST)
Appropriate authority of the Government of Odisha (issued online)
- What it is
- Proof of your SC or ST status for the Odisha state quota. Odisha has no OBC quota, so OBC candidates are treated as General.
- How to get it
- Apply online for the SC/ST certificate issued by the appropriate authority of the Government of Odisha. Bring the original certificate that supports your category to document verification.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: ST/SC candidates must produce a caste certificate from Odisha State only; an out-of-state certificate is not accepted. ST and SC seats cannot be swapped. There is no OBC category in the state, so OBC candidates are considered in the General category.
EWS Income & Asset Certificate
Tahsildar / Additional Tahsildar, Odisha
- What it is
- The EWS (Income & Asset) certificate for the 10% Economically Weaker Section quota.
- How to get it
- Apply to the Tahsildar / Additional Tahsildar for the EWS (Income & Asset) certificate. It must be for the last financial year, i.e. 2024-25, and you must mention it during registration.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: The certificate must be for the last financial year (2024-25); an older one is rejected. EWS is only for General candidates who are not covered by SC/ST reservation.
Special welfare quotas

Ex-Servicemen (ES) Verification
Rajya Sainik Board, Bhubaneswar
- What it is
- The military-quota claim for wards of ex-servicemen who live in Odisha.
- How to get it
- Apply to the Rajya Sainik Board, Bhubaneswar well ahead of time, because it checks the records and sends the verified list straight to OJEE. Don't count on handing in defence papers at the desk.
- What it costs
- Nominal.
- How long
- Start early, because the board takes time to verify.
Watch out: Wards of personnel who are still serving are not eligible under ES.
Original Green Card
Government of Odisha
- What it is
- The state's family-welfare quota for permanent Odisha natives whose parents hold a Green Card.
- How to get it
- Bring the original Green Card, and make sure the benefit has not been used before.
- What it costs
- Not applicable.
- How long
- At verification.
Watch out: A tampered or torn card, or details that don't match your HSC, moves you to the General category.
PwBD / Physically Challenged (PC) Certificate
Medical Board at SCB MCH, Cuttack / NMC-MCC designated centre (state); MCC centre (AIQ)
- What it is
- For the Physically Challenged (PC) / Persons with Benchmark Disability horizontal quota (5% of each category).
- How to get it
- Report to the Medical Board designated by NMC/MCC, or to the Medical Board at SCB MCH, Cuttack as notified by OJEE. PC candidates report at their board and need not upload a separate document; candidates assessed at one of the NMC's 16 designated medical boards submit that report along with the affidavits. For AIQ you need a separate certificate from one of the MCC's designated centres.
- What it costs
- Free at a government facility.
- How long
- Apply early; the Medical Board's schedule is put up on ojee.nic.in.
Watch out: The Medical Board's decision is final and binding. A state PwBD/PC certificate does not cover your AIQ PwBD claim, and the other way round too.
State Government School (SGS) Proof
BSE Odisha (10th) / CHSE Odisha (12th) school records
- What it is
- For the 15% State Government School horizontal quota, which runs across all the vertical reservations and the unreserved group.
- How to get it
- Bring proof that you passed the 10th Board examination under the Board of Secondary Education, Odisha from a Government High School, and passed the 12th Board examination under the Council of Higher Secondary Education, Odisha from a Government Higher Secondary School / Government Junior College.
- What it costs
- Nominal / free (your own board records).
- How long
- Instant if you already have it; allow time for any duplicate.
Watch out: Both halves must be government: 10th from a Government High School (BSE Odisha) and 12th from a Government Higher Secondary School / Junior College (CHSE Odisha). Private-school candidates do not qualify for SGS.
Compulsory Admission Bond (Rs.21 stamp paper)
Candidate, on non-judicial stamp paper (Annexure-A format)
- What it is
- The compulsory bond every candidate must sign and submit when reporting for admission to a medical, dental or paramedical course.
- How to get it
- Prepare and sign the bond on a Rs.21 non-judicial stamp paper in the format given in Annexure-A of the Government order (available on the OJEE website). Submit it, fully prepared, when you report at the OJEE office for provisional admission; you also need a signed bond at the allotted Government institution.
- What it costs
- Rs.21 non-judicial stamp paper plus nominal execution charges.
- How long
- Prepare it before you report; the bond is mandatory at provisional admission.
Watch out: The bond is mandatory for everyone reporting after allotment. If you report without the fully prepared bond, the admission is not completed and the seat is treated as vacant for the next round.
The Odisha checklist
- Resident/nativity certificate: needed for the quota and every reserved sub-category; you must be a native of Odisha.
- Ex-Servicemen: go through the Rajya Sainik Board, Bhubaneswar; start early, not at the desk. Wards of serving personnel are not eligible.
- Green Card: original and untampered, with name and date of birth matching your HSC, or you drop to General.
- State Govt School (SGS): 15% horizontal; passed 10th from a Government High School (BSE Odisha) and 12th from a Government Higher Secondary School / Junior College (CHSE Odisha).
- Category & income: current Odisha SC/ST caste certificate; EWS Income & Asset certificate from the Tahsildar for the last financial year (2024-25).
- At admission: the compulsory bond on a Rs.21 non-judicial stamp paper in the Annexure-A format, signed before you report at OJEE.
- No OBC quota in Odisha: OBC candidates are considered in the General category; an OBC certificate only helps at AIQ through the central OBC-NCL list.
