Rajasthan NEET MBBS Counselling Documents
Every document a Rajasthan candidate needs, including the national papers every applicant carries plus the state-quota proofs and bonds. For each one you get what it is, how to obtain it, what it costs, and the mistakes that cost a seat.
Rajasthan ties domicile to a parent's ten years plus your five years of study
A Rajasthan bonafide/domicile certificate is your key to the 85% quota, and the test is exact: one parent must have lived in Rajasthan without a break for at least ten years, and you must have studied for at least five of those years at a recognised Rajasthan institution. If you are a bonafide Rajasthan resident but studied outside the state, you still qualify. At reporting you also sign bonds and an undertaking that your documents are originals.
What Rajasthan domicile actually requires
The 10+5 rule. Your natural father or mother must have lived in Rajasthan without a break for the last ten years, and you must have studied at least five years during that period at a recognised Rajasthan institution. A simple address proof is not enough. If you are a bonafide Rajasthan resident studying in another state, you are still eligible.
Bonds and undertaking at reporting. You report in person at the Academic Block, SMS Medical College, Jaipur. There you sign the Rs.10 lakh service bond on Proforma-6 (Govt/Govt-Society/RUHS CMS seats) and the Proforma-7 undertaking confirming that the documents you submit are originals. The earlier label "Proforma-1" was a mistake; in this booklet Proforma-1 is the defence-personnel eligibility certificate.
You are considered for the 85% state quota and the 15% All India Quota run by the MCC. The documents below cover both. One difference for AIQ: your OBC certificate must be on the Central OBC-NCL list in the central format. A Rajasthan OBC/MBC certificate works for the state quota but is rejected for AIQ. If you plan to use both, get a central-list OBC-NCL certificate as well.

NEET UG 2026 Admit Card
National Testing Agency (NTA)
- What it is
- This is your proof that you sat the exam. It carries your roll number and the photo used to match your face at the desk.
- How to get it
- Download it from neet.nta.nic.in. A fresh admit card is being issued for the 21 June 2026 re-exam, so your old 3 May admit card no longer counts.

- You can download it the moment it is released, expected by mid-June 2026.
NEET UG 2026 Scorecard / Rank Letter
National Testing Agency (NTA)
- What it is
- This shows your percentile, your marks and your All India Rank. The whole allotment runs on this rank.
- How to get it
- Download it from neet.nta.nic.in once results are out, expected July 2026.
- What it costs
- Free.
- How long
- You can download it the moment results are declared.
Class 10 Certificate / Marksheet
Recognised national or state board
- What it is
- This is the accepted proof of your date of birth. The counselling authority wants the board certificate, not a municipal birth certificate.
- How to get it
- You already have this one. If you have lost it, apply to your board for a duplicate well before counselling starts.
- What it costs
- Free if you have it; a duplicate from the board costs about Rs.100–500.
- How long
- Ready straight away if you have it; a board duplicate can take 2–4 weeks.
Class 12 Marksheet + Passing Certificate
Recognised national or state board
- What it is
- This proves you cleared 10+2 with Physics, Chemistry, Biology/Biotech and English, and met the required aggregate (50% Open/EWS, 40% SC/ST/OBC, 40% Open-PwBD).
- How to get it
- You already have this one. It must show your individual subject marks.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Government Photo ID
Aadhaar / PAN / Passport / Voter ID / Driving Licence
- What it is
- This checks your identity against the admit card so nobody can sit in your place.
- How to get it
- Bring any valid, unexpired government ID. Aadhaar is the simplest choice, since your name has to match across all your documents.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Passport-size Photographs
Same photo as your NTA registration
- What it is
- These are for the college's records. They must be the same photo you uploaded during NEET registration.
- How to get it
- Print 8 colour copies from the exact file you uploaded to NTA.
- What it costs
- About Rs.50–150 at a photo studio.
- How long
- Same day.
Medical Fitness Certificate
Registered allopathic practitioner (MBBS or higher)
- What it is
- This confirms you are fit for clinical training. Some colleges issue it when you report; others want it in hand beforehand.
- How to get it
- Get it from a registered MBBS doctor, or from the allotted college's own medical board if they insist on using theirs.
- What it costs
- Free at a government hospital; Rs.200–1,000 at a private one.
- How long
- Same day.
Birth certificate: only needed as a backup if your Class 10 certificate does not print the exact date of birth.
Rajasthan domicile
This is what opens up the 85% state quota.
Bonafide / Domicile Certificate of Rajasthan
Competent revenue authority (Tehsildar/SDM) via e-Mitra
- What it is
- Your main proof of Rajasthan eligibility under the 10-year parent residence plus 5-year study rule.
- How to get it
- Apply through an e-Mitra centre or the state portal, with your residence and study proof and your parent's.
- What it costs
- Small (around Rs.40–100 via e-Mitra).
- How long
- Allow about 2–3 weeks; apply early.
Watch out: The certificate must show that you meet the 10+5 condition. If you are a bonafide resident who studied outside Rajasthan, carry proof of your Rajasthan residence.
Service Bond (Proforma-6) & Originals Undertaking (Proforma-7)
Candidate + surety (executed at reporting, SMS Medical College, Jaipur)
- What it is
- On a Govt / Govt-Society / RUHS CMS seat you sign a Rs.10 lakh service bond (you serve the State Government for two years after the course) on Proforma-6. Every allotted candidate also signs the Proforma-7 undertaking confirming that the documents submitted are originals. RUHS College of Dental Sciences needs a Rs.4 lakh bond plus a Rs.1 lakh bank guarantee.
- How to get it
- Prepare the bond on stamp paper of not less than Rs.500 (Proforma-6) along with a surety, and sign Proforma-7 at the allotted college desk. Reporting is done in one place, in person, at the Academic Block, SMS Medical College, Jaipur.
- What it costs
- Stamp-paper / notary cost only (Rs.500+ stamp paper for the service bond).
- How long
- At reporting.
Watch out: Use the right proforma: Proforma-6 is the bond, Proforma-7 is the originals undertaking. You must bring documents in original; a candidate without originals will not be admitted, and a missing or wrongly executed bond holds up your joining.
Reservation & fee documents

Category Certificate (SC / ST / ST-STA / OBC-NCL / MBC-NCL / EWS)
Competent authority of Rajasthan (via e-Mitra)
- What it is
- Proof of your reserved category for the Rajasthan state quota. OBC and MBC certificates must be on the Rajasthan state list and clearly state Non-Creamy-Layer; EWS must be a Rajasthan state certificate valid for financial year 2025-26. If you are an ST candidate from a scheduled (tribal) area, you claim the ST-STA sub-category, which has 45% of ST seats earmarked for it.
- How to get it
- Apply via e-Mitra in the set Rajasthan format. The OBC / MBC certificate must be issued for Rajasthan State by a competent Rajasthan authority and clearly say 'Non Creamy Layer'; the EWS certificate must be issued for Rajasthan State and be valid for FY 2025-26. Carry the ST-STA sub-category certificate if you study or live in a scheduled area.

- Nominal.
- How long
- About 2-3 weeks.
Watch out: A central-format or out-of-state category certificate is not accepted for the Rajasthan quota. OBC/MBC must carry the Non-Creamy-Layer wording, and EWS must name FY 2025-26. At least 25% of seats in each category (SC, ST, STA, OBC-NCL, MBC-NCL, EWS and unreserved) go to female candidates, so the women's reservation works inside your category and is not a separate certificate.
Special quotas

PwBD Certificate
State-specified authority / MCC centre (AIQ)
- What it is
- For the Persons with Benchmark Disability horizontal quota.
- How to get it
- For the state quota, use the route in the Rajasthan booklet along with a valid UDID card. For AIQ you need a separate certificate from one of the MCC's roughly 16 designated centres.
- What it costs
- Free at a government facility.
- How long
- Apply early; slots are limited.
Watch out: A state PwBD certificate does not cover your AIQ PwBD claim, and the AIQ one does not cover the state claim.
Defence / Para-Military Wards (1% horizontal)
ZSB / CO / OC Unit / OIC Record (defence), CAPF HQ on behalf of MHA (para-military); employer for origin proof
- What it is
- A 1% horizontal, priority-cum-merit quota in Government / Govt-Society / RUHS CMS / ESIC MC / RUHS CDS seats for natural-born wards of defence and para-military personnel of Rajasthan origin. It is split 3:1 between defence and para-military, with 50% of these seats for girls.
- How to get it
- Defence wards submit the priority-order eligibility certificate on Proforma-1; para-military wards on Proforma-2. Both attach an origin certificate: Proforma-A if the personnel are of Rajasthan origin (wherever posted) or Proforma-B if serving in Rajasthan. Bring an undertaking on Rs.50 non-judicial stamp paper as required by the Sainik Kalyan Vibhag letter.
- What it costs
- Service-issued certificates; Rs.50 stamp-paper for the undertaking.
- How long
- Varies; request service records early.
Watch out: The seat goes to only one family member, once in a lifetime. Only defence priorities 1-9 and para-military priorities 1-3 listed in the booklet qualify, and the priority on Proforma-1 / Proforma-2 must match the personnel's exact status.
NRI / OCI / PIO Documents
Indian Embassy / Ministry of External Affairs (sponsor proof); sponsor and parents (notarised undertakings)
- What it is
- Sponsor and relationship papers for an NRI-quota seat. At least one parent must be an NRI living abroad, or the sponsor must be a first-degree relative (or a listed near relative) normally living abroad as an NRI. OCI and PIO candidates are allowed under the NRI quota.
- How to get it
- Submit a certificate from the Indian Embassy / MEA proving the sponsor is NRI/OCI/PIO. If the sponsor is in India, add a notarised undertaking on Proforma-3 (Rs.50 non-judicial stamp paper); if abroad, a notarised undertaking on Proforma-4 (foreign-country stamp paper). The parent/guardian files the relationship undertaking on Proforma-5, plus address proof of the parents and the local Indian guardian. The NRI undertaking must be dated on or after the NEET 2025 exam date, 04.05.2025.
- What it costs
- Varies; NRI-seat tuition runs into lakhs, and a refundable security of Rs.5,00,000 applies for NRI MBBS seats in Govt-Society colleges.
- How long
- Start weeks ahead; embassy and notary paperwork is slow.
Watch out: NRI seats carry no category reservation. Priority goes to NRIs with Rajasthan ancestral background (you, your parents or grandparents resident in Rajasthan for at least 5 years), shown via an electricity/water bill, property papers, passport, ration card, voter ID or Aadhaar. Use the right form for the sponsor: Proforma-3 if they are in India, Proforma-4 if abroad.
Fees, security deposit and bonds
Rajasthan charges a non-refundable application fee, a refundable security deposit that depends on the seat type, and (on government seats) a service bond. These figures are from the 2025 information booklet; check them against the 2026 booklet.
Application Fee (non-refundable)
NEET UG Medical & Dental Counselling Board, Rajasthan
- What it is
- A non-refundable, non-transferable application fee you pay at registration: Rs.2,500 for general candidates, Rs.1,500 for SC / ST / ST-STA candidates of Rajasthan domicile, plus transaction charges.
- How to get it
- Pay online while completing Part 1 and Part 2 of the application form on the counselling portal.
- What it costs
- Rs.2,500 (Rs.1,500 for SC/ST/ST-STA of Rajasthan domicile) + transaction charges.
- How long
- At registration.
Watch out: The fee is not refundable, not transferable and cannot be adjusted against any future state admission. You must complete both Part 1 and Part 2 to take part.
Refundable Security Deposit (by seat type)
NEET UG Medical & Dental Counselling Board, Rajasthan
- What it is
- A refundable security you pay before choice-filling, set by the seat type you opt for: Rs.50,000 for a Government MBBS seat (Govt / Govt-Society / RUHS CMS / ESIC MC); Rs.2,00,000 for a Management MBBS seat in Govt-Society colleges; Rs.5,00,000 for an NRI MBBS seat in Govt-Society colleges; Rs.5,00,000 for an MBBS seat in Private Medical Colleges; Rs.10,000 for a BDS seat (RUHS CDS or private dental).
- How to get it
- Deposit online before the choice-filling stage; paying Rs.2,00,000 or Rs.5,00,000 also opens up choices for the lower seat categories.
- What it costs
- Rs.10,000 to Rs.5,00,000 depending on seat type.
- How long
- Before choice-filling.
Watch out: You lose the deposit if you are allotted a seat in Round 2 or a later round and do not join, or if your admission is cancelled for wrong information or missing documents. If you do join, it is adjusted into your tuition fee.
Government Service Bond (Proforma-6)
Government of Rajasthan (executed at the allotted college)
- What it is
- On a Government / Govt-Society / RUHS CMS MBBS seat, a Rs.10 lakh bond, with a surety, in which you commit not to leave the course and to serve the State Government for two years after you finish. RUHS College of Dental Sciences needs a Rs.4 lakh bond plus a Rs.1 lakh bank guarantee.
- How to get it
- Sign Proforma-6 on stamp paper of not less than Rs.500, together with a surety, and submit it at joining.
- What it costs
- Rs.500+ stamp paper; the bond value (Rs.10 lakh / Rs.4 lakh) is a liability, not a payment, unless you break it.
- How long
- At joining.
Watch out: Management and NRI seats have their own bonds (you pay the fees of the remaining semesters if you leave early); read the seat-specific bond clause before choice-filling.
