Telangana NEET MBBS Counselling Documents
Every document a Telangana candidate needs, including the national papers everyone must carry plus the KNRUHS state-quota proofs and the local-area rules. For each one you get what it is, how to get it, what it costs, and the mistakes that can cost you a seat.
Telangana decides local status by where you studied, under Article 371-D
Just like Andhra Pradesh, Telangana sets your eligibility from your schooling, not from a plain address. You count as a local candidate if you studied in Telangana for at least the four consecutive academic years ending with the year you first sat the qualifying exam, which you show through study certificates from 9th class up to Intermediate. If you did not study here, the other way in is residence in Telangana for the four years immediately before the qualifying exam, and you must also have sat that exam in the state. If you are from a non-state board, you also need an equivalency certificate.
How Telangana fixes your local status
Study route (this covers most candidates). Study certificates from 9th class up to Intermediate that show at least four consecutive academic years ending with the year you first sat the qualifying exam in Telangana set your local status under Article 371-D.
Residence route (if you did not study here). You need a residence certificate covering the four-year period immediately before the qualifying exam, from the MRO/Tahsildar. If you did not study in any educational institution, you must also have sat the qualifying exam in Telangana.
New for 2026-27: parent-posting route. If you studied outside Telangana because a parent was posted out of state, you can still be treated as a local candidate. This covers children of Telangana state government staff, of the Telangana cadre of the All India Services (IAS/IPS/IFS), of defence/ex-servicemen/Central Armed Police Force personnel who declared a Telangana hometown when they joined, and of employees of a Telangana government corporation liable to be transferred anywhere. You claim it with a certificate of employment from the competent authority for the parent's out-of-state service matching your years of study outside Telangana (G.O.Ms.No.150 dated 08.09.2025, following the Supreme Court order of 01.09.2025).
You are considered for the 85% state quota and the 15% All India Quota run by the MCC. The documents below cover both. One difference for AIQ: your OBC certificate must be on the Central OBC-NCL list in the central format. A Telangana integrated community / BC certificate works for the state quota but is rejected for AIQ. If you plan to use both, get a central-list OBC-NCL certificate as well.

NEET UG 2026 Admit Card
National Testing Agency (NTA)
- What it is
- This is your proof that you sat the exam. It carries your roll number and the photo used to match your face at the desk.
- How to get it
- Download it from neet.nta.nic.in. A fresh admit card is being issued for the 21 June 2026 re-exam, so your old 3 May admit card no longer counts.

- You can download it the moment it is released, expected by mid-June 2026.
NEET UG 2026 Scorecard / Rank Letter
National Testing Agency (NTA)
- What it is
- This shows your percentile, your marks and your All India Rank. The whole allotment runs on this rank.
- How to get it
- Download it from neet.nta.nic.in once results are out, expected July 2026.
- What it costs
- Free.
- How long
- You can download it the moment results are declared.
Class 10 Certificate / Marksheet
Recognised national or state board
- What it is
- This is the accepted proof of your date of birth. The counselling authority wants the board certificate, not a municipal birth certificate.
- How to get it
- You already have this one. If you have lost it, apply to your board for a duplicate well before counselling starts.
- What it costs
- Free if you have it; a duplicate from the board costs about Rs.100–500.
- How long
- Ready straight away if you have it; a board duplicate can take 2–4 weeks.
Class 12 Marksheet + Passing Certificate
Recognised national or state board
- What it is
- This proves you cleared 10+2 with Physics, Chemistry, Biology/Biotech and English, and met the required aggregate (50% Open/EWS, 40% SC/ST/OBC, 40% Open-PwBD).
- How to get it
- You already have this one. It must show your individual subject marks.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Government Photo ID
Aadhaar / PAN / Passport / Voter ID / Driving Licence
- What it is
- This checks your identity against the admit card so nobody can sit in your place.
- How to get it
- Bring any valid, unexpired government ID. Aadhaar is the simplest choice, since your name has to match across all your documents.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Passport-size Photographs
Same photo as your NTA registration
- What it is
- These are for the college's records. They must be the same photo you uploaded during NEET registration.
- How to get it
- Print 8 colour copies from the exact file you uploaded to NTA.
- What it costs
- About Rs.50–150 at a photo studio.
- How long
- Same day.
Medical Fitness Certificate
Registered allopathic practitioner (MBBS or higher)
- What it is
- This confirms you are fit for clinical training. Some colleges issue it when you report; others want it in hand beforehand.
- How to get it
- Get it from a registered MBBS doctor, or from the allotted college's own medical board if they insist on using theirs.
- What it costs
- Free at a government hospital; Rs.200–1,000 at a private one.
- How long
- Same day.
Birth certificate: only needed as a backup if your Class 10 certificate does not print the exact date of birth.
Local status under Article 371-D
This is what decides your local status for the 85% quota. Most candidates qualify by where they studied; the rest qualify by long residence.
Study Certificates (9th class to Intermediate)
Heads of the institutions attended
- What it is
- Your main proof of local status under Article 371-D: at least four consecutive academic years studied in Telangana, ending with the year you first sat the qualifying exam.
- How to get it
- Collect study certificates covering 9th class to 10th (one PDF) and Intermediate or equivalent for the two years (one PDF). The prospectus asks for study certificates from 9th class to Intermediate.
- What it costs
- Nominal or free from the institutions.
- How long
- Allow 1–2 weeks to gather them all.
Watch out: Eligibility needs at least four consecutive academic years in Telangana ending with the year you first sat the qualifying exam. If a year's certificate is missing, your local claim can fail.
4-Year Residence Certificate
MRO / Tahsildar via MeeSeva
- What it is
- The other way to prove local status, for candidates who did not study in any educational institution in Telangana. It proves four years of residence immediately before the qualifying exam.
- How to get it
- Apply at a MeeSeva centre or portal for a residence certificate covering the four-year period immediately before the qualifying exam (you must give the exact dates).
- What it costs
- Around Rs.35.
- How long
- About 7–15 days.
Watch out: Telangana has no ten-year route here. You need four years of residence immediately before the qualifying exam, and you must also have sat that exam in Telangana.
Certificate of Employment (parent posted outside Telangana)
Competent authority of the parent's employer (state government / AIS / defence / CAPF / Telangana corporation)
- What it is
- New for 2026-27: the way in for a candidate who studied outside Telangana because a parent was posted out of state. It certifies the parent's out-of-state service for the years matching your study outside Telangana, and lets KNRUHS treat you as a local candidate under G.O.Ms.No.150 dated 08.09.2025 (following the Supreme Court order of 01.09.2025).
- How to get it
- Get a certificate of employment from the competent authority of the parent's employer, covering the exact out-of-state posting period that matches the year or years you studied outside Telangana. It applies to children of Telangana government employees, of the Telangana cadre of the All India Services (IAS/IPS/IFS), of defence/ex-servicemen/Central Armed Police Force personnel who declared a Telangana hometown when joining service, and of employees of a Telangana government corporation/agency liable to transfer anywhere in India.
- What it costs
- Free or nominal from the employer.
- How long
- Request it early; a departmental certificate can take a week or two.
Watch out: Only these four parent-service categories qualify, and the posting dates on the certificate must line up with your years of study outside Telangana. Without it, the years you studied outside the state break your four-year local claim.
SSC Certificate (Date of Birth) & Transfer Certificate
School board (SSC) / school (Transfer Certificate)
- What it is
- Telangana accepts your SSC (or equivalent) certificate as date-of-birth proof. The Transfer Certificate for Intermediate / 10+2 is a separate mandatory upload on the KNRUHS list.
- How to get it
- Upload your SSC marks memo or certificate showing your date of birth, and your Intermediate / 10+2 Transfer Certificate (T.C.).
- What it costs
- Free if you already have it; nominal for a duplicate.
- How long
- Instant if you have it.
Watch out: The KNRUHS list treats the SSC marks memo as date-of-birth proof and the Intermediate / 10+2 Transfer Certificate as a mandatory document, so keep both ready. Also keep your Intermediate / 10+2 marks memo as the qualifying-exam certificate; a grade certificate is not accepted in its place.
Aadhaar Card
UIDAI
- What it is
- Your identity document, listed among the certificates to upload for the Telangana online application.
- How to get it
- Upload a scan of your Aadhaar card with the application.
- What it costs
- Free if you already have it.
- How long
- Instant if you have it.
Watch out: The Aadhaar card is on the prospectus document list, so keep a clear scan ready along with the other uploads.
Reservation & fee documents
Only if it applies to youOnly if you are claiming a reserved category or a fee concession.
Integrated Community Certificate (Caste Certificate)
Revenue Authorities (Tahsildar) via MeeSeva
- What it is
- Proof of your category for the Telangana quota. Vertical reservation is BC 29%, SC 15% and ST 10%. Within SC, the 2025 sub-classification splits the 15% into SC Group I (1%), Group II (9%) and Group III (5%). BC is split into BC-A 7%, BC-B 10%, BC-C 1%, BC-D 7% and BC-E 4%.
- How to get it
- Apply at MeeSeva for the latest Integrated Community Certificate in the prescribed proforma, with the father's name, issued online by the Mandal Revenue Officer / competent authority of the Government of Telangana.
- What it costs
- Around Rs.35 (MeeSeva).
- How long
- About 7–15 days.
Watch out: For 2026-27 KNRUHS accepts only certificates issued through the online mode by a Telangana authority; an old or out-of-state certificate is rejected. A BC candidate must upload a BC-A/BC-B/BC-C/BC-D/BC-E certificate: a Central OBC certificate is not counted for the state quota. An SC certificate must state your sub-group (SC Group-I, Group-II or Group-III); a community certificate that does not mention the SC sub-group will not be accepted.
Income Certificate
Tahsildar via MeeSeva
- What it is
- For income-linked categories and fee concessions.
- How to get it
- Apply at MeeSeva with your income proof.
- What it costs
- Around Rs.35.
- How long
- Often 3–7 days.
Watch out: Income certificates expire, so get a fresh one for this cycle.
EWS Income & Asset Certificate (2026-27, Telangana)
Tahsildar, State of Telangana
- What it is
- For the 10% EWS quota, which applies only to the specially sanctioned EWS seats in 7 Government Medical Colleges in Telangana.
- How to get it
- Apply to the Tahsildar (the competent authority in Telangana for EWS) for an Income and Asset Certificate valid for 2026-27 (financial year 2025-26), issued on or after 01.04.2026.
- What it costs
- Nominal state fee.
- How long
- About 7–15 days.
Watch out: EWS is for candidates not covered by SC/ST/BC reservation, and the seats exist only in the 7 sanctioned Government Medical Colleges. KNRUHS requires the certificate to be valid for 2026-27 (financial year 2025-26) and issued by a Telangana Tahsildar on or after 01.04.2026; an older-dated certificate is rejected.
Special quotas & board equivalence

Equivalency Certificate
Board of Intermediate Education, Telangana
- What it is
- Needed if you passed from a board other than the Telangana state board, CBSE or ICSE.
- How to get it
- Apply to the Board of Intermediate Education for equivalence of your qualifying examination.
- What it costs
- Nominal.
- How long
- Allow a couple of weeks.
Watch out: Without it, the qualification of a non-standard board candidate may not be accepted.
Minority Certificate (Muslims only)
Minority Welfare Officer
- What it is
- For admission into the minority medical colleges. On the KNRUHS 2026-27 list this certificate is for Muslim-minority candidates.
- How to get it
- Get the minority certificate from the Minority Welfare Officer.
- What it costs
- Nominal.
- How long
- Varies.
Watch out: It applies only if you are claiming a seat in a minority medical college, so check the 2026 prospectus for those colleges and their rules.
PwBD: UDID Card + Self-Certified Affidavit
UDID: designated medical authority (MoSJE) / affidavit: candidate, verified by the designated medical board
- What it is
- For the Persons with Disabilities horizontal quota (5% in each course and category in the state pool). For 2026-27 the disability claim rests on a valid UDID card plus a self-certified affidavit of your functional competencies, following the NMC interim guidelines dated 19.07.2025 that replaced the old fixed disability-percentage bar.
- How to get it
- Keep a valid UDID card issued through the UDID portal by a designated medical authority under the Ministry of Social Justice and Empowerment, and fill the self-certified affidavit in the format at Schedule-I of the NMC interim guidelines for your disability type. You then appear before the designated medical board, which verifies the affidavit and your functional ability. For AIQ you need a separate certificate from one of the MCC's roughly 16 designated centres.

- How long
- Apply early; the board's assessment schedule is published on the KNRUHS website.
Watch out: The UDID card is mandatory; without it the disability claim is not evaluated. The designated medical board's decision on your functional ability is final and binding for the state quota, and a state PwBD verification does not cover your AIQ PwBD claim or the other way round.
Special & horizontal categories
Only if it applies to youOnly if you are claiming one of these. Each has its own proof, and most are reserved within every category.
Admission Undertaking Affidavit (Rs.100 stamp paper)
Parent and candidate, on non-judicial stamp paper
- What it is
- An undertaking that all your certificates, including caste and category certificates, are genuine. You submit it at the time of admission.
- How to get it
- Make the undertaking in the form of an affidavit on Rs.100 non-judicial stamp paper, signed by the parent and the candidate, and submit it at admission.
- What it costs
- Around Rs.100 (stamp paper) plus notary charges.
- How long
- Same day to a few days.
Watch out: If any discrepancy is found later, the admission is cancelled. The affidavit makes you and your parent responsible for the consequences as per law.
Women candidates (33 1/3% horizontal)
No separate certificate; applied from your records
- What it is
- A horizontal guarantee of 33 1/3% of seats for women candidates in each category, unless women already get that share on merit in the category.
- How to get it
- No special document; the reservation is applied automatically. Just make sure your gender is recorded correctly in the application.
- What it costs
- Free.
- How long
- Not applicable.
Watch out: It is a guarantee, not a cap: if women already take 33 1/3% or more on merit in a category, the guarantee adds nothing.
CAP (Army) / PMC / Anglo-Indian Certificate
CAP: defence records; PMC: competent authority; Anglo-Indian: Mandal Revenue Officer (confirmed by Secretary, Minority Welfare)
- What it is
- Horizontal special-category seats: CAP (Army) 1%, Police Martyrs' Children (PMC) 0.25%, and one Anglo-Indian BDS seat at Government Dental College, Hyderabad.
- How to get it
- Provide the right certificate for the exact category you claim: CAP, PMC, or the Anglo-Indian certificate in the prescribed proforma from the Mandal Revenue Officer (scrutinised and confirmed by the Secretary, Department of Minority Welfare).
- What it costs
- Nominal.
- How long
- Varies; request your service or revenue records early.
Watch out: These are separate horizontal quotas, each with its own proof. The Anglo-Indian seat is a single BDS seat carved out of the un-reserved seats.
NCC Certificate (grace marks)
NCC Directorate, Telangana (verified at the centre)
- What it is
- Grace marks added to your NEET score for NCC cadets who got the certificate before the qualifying exam (for example 7% for Republic Day Camp, 5% for Thal/Vayu/Nau Sainik Camp, 3% for an NCC 'B' certificate).
- How to get it
- Upload the NCC certificate(s) you got before the qualifying exam; NCC officers verify them at the verification centre.
- What it costs
- Free.
- How long
- Verified at certificate verification.
Watch out: Only certificates you got before the qualifying exam (Intermediate or equivalent) count for grace marks.
SCCL (Singareni Collieries) Certificate
Singareni Collieries Company Limited (SCCL)
- What it is
- The proof for the Singareni Collieries quota, used for admission into Government Medical College, Ramagundam and the Singareni Institute of Medical Sciences.
- How to get it
- Obtain the SCCL certificate from the Singareni Collieries Company Limited if you are claiming a seat under this quota.
- What it costs
- Nominal.
- How long
- Varies; request it from SCCL early.
Watch out: This quota is tied to specific colleges (Government Medical College, Ramagundam and the Singareni Institute of Medical Sciences), so upload it only if you are eligible under the Singareni quota.
The Telangana checklist
- Study certificates 9th class to Intermediate: at least four consecutive academic years in Telangana, ending with the year you first sat the qualifying exam.
- No study in any institution here? Residence certificate for the four-year period immediately before the qualifying exam (MRO/Tahsildar); you must also have sat the qualifying exam in Telangana.
- Studied outside on a parent's posting? New for 2026-27: a certificate of employment from the parent's employer (state government / AIS / defence-CAPF / Telangana corporation) for the out-of-state service matching your years of study away keeps you a local candidate (G.O.Ms.No.150, 08.09.2025).
- Non-standard board: get an equivalency certificate from the Board of Intermediate; a grade certificate is not accepted as the qualifying-exam proof.
- Caste certificate: online-issued Telangana certificate only; BC must be BC-A to BC-E (not Central OBC) and an SC certificate must state Group-I/II/III or it is rejected.
- Category & income: a current Telangana integrated community certificate (with father's name) and a freshly dated parental income certificate.
- At admission: an undertaking affidavit on Rs.100 non-judicial stamp paper, by parent and candidate, that all certificates are genuine.
- Central vs state for AIQ: Telangana category certificates are for the state quota; AIQ needs a central-list OBC-NCL certificate.
