Uttarakhand NEET MBBS Counselling Documents
Every document you need as an Uttarakhand candidate. This covers the national papers every applicant carries, plus the HNBUMU state-quota proofs. For each one you get what it is, how to obtain it, what it costs, and the mistakes that can cost you a seat.
Uttarakhand links reservation to domicile, not just to where you studied
For the 85% state quota you need an Uttarakhand domicile / permanent-resident certificate, and there are three ways to qualify: you are domiciled with Class 10 and 12 from Uttarakhand; you are domiciled but did Class 10 or 12 outside Uttarakhand; or you are NOT domiciled but passed both Class 10 and 12 in Uttarakhand. Here is the catch with that last route: you are eligible, but you get NO reservation of any kind and pay the full (UR) security slab. Only an Uttarakhand domicile holder can claim SC/ST/OBC, EWS, PwD, Defence (ex-serviceman) or any sub-category benefit. The one route that needs no domicile is the Wards of Kashmiri Migrants quota, which has four reserved seats (one per government medical college).
Three eligibility routes, and who actually gets reservation
Domicile + schooling. You are eligible if you are an Uttarakhand domicile / permanent resident who passed Class 10 and 12 in Uttarakhand, OR a domicile holder whose Class 10 and/or 12 was from outside Uttarakhand, OR a non-domicile candidate who passed BOTH Class 10 and 12 from recognised Uttarakhand institutions.
Reservation needs domicile. A non-domicile candidate schooled in Uttarakhand is eligible but gets no reservation, and pays the full unreserved security amount. Only Uttarakhand domicile holders can claim SC/ST/OBC/EWS, PwD, Defence-ward or any sub-category benefit, and you must upload the caste/category certificate together with the Uttarakhand domicile certificate.
Wards of Kashmiri Migrants (WKM). You do not need an Uttarakhand domicile for these four reserved seats (one per government medical college). Instead you provide the Kashmiri-migrant registration certificate (from the Relief Commissioner, Jammu or the competent Uttarakhand authority), proof of property in Kashmir, and proof of where you live now.
You are considered for the 85% state quota and the 15% All India Quota run by the MCC. The documents below cover both. One difference for AIQ: your OBC certificate must be on the Central OBC-NCL list in the central format. An Uttarakhand OBC certificate works for the state quota but is rejected for AIQ. If you plan to use both, get a central-list OBC-NCL certificate as well.

NEET UG 2026 Admit Card
National Testing Agency (NTA)
- What it is
- This is your proof that you sat the exam. It carries your roll number and the photo used to match your face at the desk.
- How to get it
- Download it from neet.nta.nic.in. A fresh admit card is being issued for the 21 June 2026 re-exam, so your old 3 May admit card no longer counts.

- You can download it the moment it is released, expected by mid-June 2026.
NEET UG 2026 Scorecard / Rank Letter
National Testing Agency (NTA)
- What it is
- This shows your percentile, your marks and your All India Rank. The whole allotment runs on this rank.
- How to get it
- Download it from neet.nta.nic.in once results are out, expected July 2026.
- What it costs
- Free.
- How long
- You can download it the moment results are declared.
Class 10 Certificate / Marksheet
Recognised national or state board
- What it is
- This is the accepted proof of your date of birth. The counselling authority wants the board certificate, not a municipal birth certificate.
- How to get it
- You already have this one. If you have lost it, apply to your board for a duplicate well before counselling starts.
- What it costs
- Free if you have it; a duplicate from the board costs about Rs.100–500.
- How long
- Ready straight away if you have it; a board duplicate can take 2–4 weeks.
Class 12 Marksheet + Passing Certificate
Recognised national or state board
- What it is
- This proves you cleared 10+2 with Physics, Chemistry, Biology/Biotech and English, and met the required aggregate (50% Open/EWS, 40% SC/ST/OBC, 40% Open-PwBD).
- How to get it
- You already have this one. It must show your individual subject marks.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Government Photo ID
Aadhaar / PAN / Passport / Voter ID / Driving Licence
- What it is
- This checks your identity against the admit card so nobody can sit in your place.
- How to get it
- Bring any valid, unexpired government ID. Aadhaar is the simplest choice, since your name has to match across all your documents.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Passport-size Photographs
Same photo as your NTA registration
- What it is
- These are for the college's records. They must be the same photo you uploaded during NEET registration.
- How to get it
- Print 8 colour copies from the exact file you uploaded to NTA.
- What it costs
- About Rs.50–150 at a photo studio.
- How long
- Same day.
Medical Fitness Certificate
Registered allopathic practitioner (MBBS or higher)
- What it is
- This confirms you are fit for clinical training. Some colleges issue it when you report; others want it in hand beforehand.
- How to get it
- Get it from a registered MBBS doctor, or from the allotted college's own medical board if they insist on using theirs.
- What it costs
- Free at a government hospital; Rs.200–1,000 at a private one.
- How long
- Same day.
Birth certificate: only needed as a backup if your Class 10 certificate does not print the exact date of birth.
Uttarakhand eligibility
This is what unlocks the 85% state quota.
Uttarakhand Domicile / Permanent Resident Certificate
Competent authority of the State of Uttarakhand
- What it is
- Your main proof of Uttarakhand status for the 85% state quota. It is also the key to every reservation: only an Uttarakhand domicile holder can claim SC/ST/OBC, EWS, PwD, Defence-ward or any sub-category benefit.
- How to get it
- Apply to the competent authority of the State of Uttarakhand (through the Uttarakhand e-services portal / Tehsildar) with proof of residence. There are three ways to qualify for the state quota: as a domicile holder who passed Class 10 and 12 in Uttarakhand; as a domicile holder whose Class 10 and/or 12 was from outside Uttarakhand; or as a non-domicile candidate who passed BOTH Class 10 and 12 from recognised Uttarakhand institutions (this last group is eligible but gets no reservation).

- How long
- Allow about 2 weeks; apply early.
Watch out: Only a domicile/permanent-resident certificate issued by the competent authority of Uttarakhand counts. An affidavit or acknowledgement receipt is NOT accepted in its place for that round of counselling, and you must produce the original at admission. A non-domicile candidate schooled in Uttarakhand is eligible but gets no reservation and pays the full unreserved security amount.
Reservation documents

Caste / Category Certificate (SC / ST / OBC) + Uttarakhand Domicile
Competent authority of the Uttarakhand State Government
- What it is
- Proof of your reserved category for the Uttarakhand state quota. It has to be backed by the Uttarakhand domicile/permanent-resident certificate, because reservation is open only to Uttarakhand domicile holders.
- How to get it
- Get the caste/category certificate from the competent authority of the Uttarakhand State Government, and upload it together with your Uttarakhand domicile certificate. A category certificate from any other state's authority does not count for reservation here.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: Both the category certificate AND the Uttarakhand domicile certificate must come from the competent Uttarakhand authority, or you lose the reservation and are treated as unreserved. An OBC certificate is valid for only 3 years from its date of issue and must still be valid up to your round of counselling / last date of admission for 2025-26; an invalid OBC certificate is rejected outright and you drop to unreserved. Originals are checked at admission.
Special quotas

Wards of Kashmiri Migrants (WKM) documents
Relief Commissioner, Jammu or competent authority of Uttarakhand (registration) + property and residence proof
- What it is
- For the four WKM reserved seats (one in each government medical college of Uttarakhand). You do not need an Uttarakhand domicile for this quota.
- How to get it
- Upload self-attested copies of: (1) the certificate of registration as a Kashmiri Migrant issued by the Relief Commissioner, Jammu or the competent authority of Uttarakhand; (2) proof of property in Kashmir belonging to the candidate's parent; (3) proof of current residence (ration card / photo identity card issued by the Election Commission / driving licence / Aadhaar / passport). You email these to [email protected] by the dates notified for the round.

- Gather well ahead.
Watch out: Any document not in English or Hindi needs a notarised English translation. Kashmiri-migrant candidates who do not otherwise meet the state-quota criteria are eligible only for the WKM state-quota seats and the All India Open quota seats. If no eligible WKM candidates are available, the seats go to unreserved candidates in round III.
PwD Certificate (NMC-Designated Medical Board)
NMC-Designated Medical Board (state) / MCC designated centre (AIQ)
- What it is
- Disability certificate for the 4% horizontal PwD reservation, applied college-wise within each category. In Uttarakhand this quota is open only to PwD candidates who hold an Uttarakhand domicile.
- How to get it
- Get the prescribed PwD certificate from an NMC-Designated Medical Board, and email it to [email protected] after filling the online application form. For AIQ you need a separate certificate from one of the MCC's designated centres.
- What it costs
- Free at a government facility.
- How long
- Apply early; slots are limited.
Watch out: The state PwD certificate must come from an NMC-Designated Medical Board, NOT a generic UDID card or a district board. The 4% PwD reservation is open only to Uttarakhand domicile candidates. A state PwD certificate does not cover your AIQ PwD claim, and the reverse is also true. The qualifying-exam aggregate for General-PH / EWS-PH candidates is 45%.
Defence Personnel Ward (Ex-Serviceman) Certificate
Competent authority for ex-servicemen / defence welfare
- What it is
- For the Defence Personnel Wards (DPW) reservation, which applies ONLY to dependents of an ex-serviceman.
- How to get it
- Produce the certificate issued by the competent authority for this purpose, showing that you are a dependent of an ex-serviceman, along with your Uttarakhand domicile certificate.
- What it costs
- Nominal.
- How long
- Allow a couple of weeks; apply early.
Watch out: Dependents of IN-SERVICE defence personnel are NOT eligible. Dependents of ex-servicemen of paramilitary forces are NOT eligible for DPW reservation. As with all reservation, this is limited to Uttarakhand domicile holders.
Service-bond subsidised-fee colleges
Service-Bond Documents (VCSG Srinagar / SSJ Almora)
Veer Chandra Singh Garhwali GIMS&R, Srinagar (Pauri Garhwal) / Soban Singh Jeena IMS&R, Almora
- What it is
- Subsidised fees under the service-bond option are available only at two government colleges: Veer Chandra Singh Garhwali Government Institute of Medical Science & Research (VCSG), Srinagar, Pauri Garhwal, and Soban Singh Jeena Institute of Medical Science & Research, Almora.
- How to get it
- Contact VCSG Srinagar or SSJ Almora beforehand for the admission process and the exact bond documents required under the service-bond provision (Uttarakhand Government order 837/XXVIII(1)/19-19 dated 26.06.2019), then submit those documents at the time of admission.
- What it costs
- Nominal (the bond reduces tuition fees at these two colleges).
- How long
- Arrange ahead of the reporting date.
Watch out: If you do not submit the required bond documents at admission, you lose the subsidised-fee benefit. Get the document list from the college before counselling, since the details sit in a separate Uttarakhand Government order uploaded on the counselling site.
The Uttarakhand checklist
- Standard: permanent-resident/domicile certificate plus Class 10 and 12 from Uttarakhand.
- WKM: Kashmiri-migrant registration + property + residence proof; no domicile needed.
- Category: current OBC/EWS certificates, freshly dated.
- Central vs state for AIQ: Uttarakhand category certificates are for the state quota; AIQ needs a central-list OBC-NCL certificate.
