Jharkhand MBBS counselling: round-by-round exit rules

Who runs it

The Jharkhand Combined Entrance Competitive Examination Board conducts counselling at jceceb.jharkhand.gov.in for the state quota.

The deposit is flat across categories; the concession sits on the registration and counselling fees, not the deposit.

The fee, separately, is concessional: general, EWS and backward candidates pay around ₹500 registration plus ₹1,000 counselling; SC and ST residents of Jharkhand and all female candidates pay around ₹250 plus ₹500; PwD candidates are registration-exempt. So the category and female concessions apply to the fee, never to the deposit.

How the rounds work

Round 1 is a free exit: skip an allotment and the deposit stays safe while you move to Round 2. To chase an upgrade you report to the Round 1 college, complete admission and submit willingness for the next round. From Round 2 a seat you do not join forfeits the deposit in full, up to one lakh for a management-quota seat. If you take admission and later cancel, or your admission is voided for wrong information or missing originals, the deposit is not returned. If you finish the cycle without a seat despite following the rules, the deposit is refunded.

Reservation and eligibility

Domicile. A Jharkhand domicile certificate is mandatory for the 85% state quota in both government and private colleges.

Reservation. ST 26%, the highest tribal share in the region, with SC 10% and the backward-class quota (BC-I and BC-II together) around 14%, plus EWS 10% and PwD 5% as a horizontal quota. Note that government colleges such as RIMS Ranchi carry their own service bond, separate from the counselling deposit.

What this means for your choices

Use Round 1 for your real targets, since the free exit protects an allotment you walk away from. In Round 2 list only what you will join and pay for, because non-joining forfeits the deposit, and the management-quota figure of one lakh is the highest exposure here. Get the domicile and category certificates right; the high ST quota reaches seats only Jharkhand-resident tribal candidates can take.
