Andhra Pradesh NEET MBBS Counselling Documents

Every document an Andhra Pradesh candidate needs. It covers the national papers every applicant must carry, plus the NTRUHS state-quota (Competent Authority Quota) proofs. For each one you get what it is, how to get it, what it costs, and the mistakes that can cost you a seat.

AP decides local status by 4 years of study, then by university area

Your eligibility comes from where you studied, not just an address. You count as a local candidate if you studied four academic years in a row in a local area, ending with your qualifying exam. That area is one of two, the Andhra University area or the Sri Venkateswara University area, and it decides which 85% local seats you compete for. If you studied seven years in a row across the state, your local area becomes the one where you studied the longest. If you can't show local study at all, you fall back to the 15% unreserved seats, which you prove with ten years of residence or employment in the state.

How Andhra Pradesh decides your local status

Four-year study route (most candidates). If you studied four academic years in a row ending with your qualifying exam in a local area, you count as local to that area (the Andhra University area or the Sri Venkateswara University area).

Seven-year study route. If you studied seven academic years in a row in the state, you count as local to the area where you studied the longest within those seven years.

Non-local (15% unreserved). If you can't show local study, you qualify only for the 15% unreserved seats. You prove this with ten years of residence (yours or a parent's residence/employment) in Andhra Pradesh, not counting any time spent outside the state.

You are considered for the 85% Competent Authority (state) quota run by Dr. N.T.R. University of Health Sciences and the 15% All India Quota run by the MCC. The documents below cover both. One difference for AIQ: your OBC certificate must be on the Central OBC-NCL list in the central format, because an AP Integrated Community / BC certificate works for the state quota but is rejected for AIQ. If you plan to use both, get a central-list OBC-NCL certificate as well.

Everyone

Carry the originals plus 3–4 self-attested photocopies of each. These are non-negotiable regardless of category or college type.

NEET UG 2026 Admit Card

National Testing Agency (NTA)

Standard

What it is: This is your proof that you sat the exam. It carries your roll number and the photo used to match your face at the desk.
How to get it: Download it from neet.nta.nic.in. A fresh admit card is being issued for the 21 June 2026 re-exam, so your old 3 May admit card no longer counts.
What it costs: Free.
How long: You can download it the moment it is released, expected by mid-June 2026.

NEET UG 2026 Scorecard / Rank Letter

National Testing Agency (NTA)

Standard

What it is: This shows your percentile, your marks and your All India Rank. The whole allotment runs on this rank.
How to get it: Download it from neet.nta.nic.in once results are out, expected July 2026.
What it costs: Free.
How long: You can download it the moment results are declared.

Class 10 Certificate / Marksheet

Recognised national or state board

Standard

What it is: This is the accepted proof of your date of birth. The counselling authority wants the board certificate, not a municipal birth certificate.
How to get it: You already have this one. If you have lost it, apply to your board for a duplicate well before counselling starts.
What it costs: Free if you have it; a duplicate from the board costs about Rs.100–500.
How long: Ready straight away if you have it; a board duplicate can take 2–4 weeks.

Class 12 Marksheet + Passing Certificate

Recognised national or state board

Standard

What it is: This proves you cleared 10+2 with Physics, Chemistry, Biology/Biotech and English, and met the required aggregate (50% Open/EWS, 40% SC/ST/OBC, 40% Open-PwBD).
How to get it: You already have this one. It must show your individual subject marks.
What it costs: Free if you have it.
How long: Ready straight away if you have it.

Government Photo ID

Aadhaar / PAN / Passport / Voter ID / Driving Licence

Standard

What it is: This checks your identity against the admit card so nobody can sit in your place.
How to get it: Bring any valid, unexpired government ID. Aadhaar is the simplest choice, since your name has to match across all your documents.
What it costs: Free if you have it.
How long: Ready straight away if you have it.

Passport-size Photographs

Same photo as your NTA registration

Standard

What it is: These are for the college's records. They must be the same photo you uploaded during NEET registration.
How to get it: Print 8 colour copies from the exact file you uploaded to NTA.
What it costs: About Rs.50–150 at a photo studio.
How long: Same day.

Medical Fitness Certificate

Registered allopathic practitioner (MBBS or higher)

Standard

What it is: This confirms you are fit for clinical training. Some colleges issue it when you report; others want it in hand beforehand.
How to get it: Get it from a registered MBBS doctor, or from the allotted college's own medical board if they insist on using theirs.
What it costs: Free at a government hospital; Rs.200–1,000 at a private one.
How long: Same day.

Birth certificate: only needed as a backup if your Class 10 certificate does not print the exact date of birth.

Local status under Article 371-D

This decides whether you count as local, and to which university area, for the 85% quota. Most candidates qualify by study; the rest by long residence.

Study Certificates (Class 6 to Intermediate)

Heads of the institutions attended

What it is: Your main proof of local status. If you studied four academic years in a row in a local area, ending with the year you first sat your qualifying exam, you count as a local candidate of that area (the Andhra University area or the Sri Venkateswara University area).
How to get it: Collect study certificates from every institution you attended from Class 6 to Intermediate (10+2). The brochure asks separately for the Class 6–10 study certificates and the two Intermediate years.
What it costs: Nominal / free from the institutions.
How long: Allow 1–2 weeks to gather them all.

Watch out: Your local-area status depends on where you studied those four years in a row, so a missing year can change your local area or void the local claim. If your seven years of study cross both areas, you count as local to the area where you studied the longest.

10-Year Residence / Employment Certificate (15% unreserved route)

Revenue authorities (MRO / Tahsildar)

Time-bound

What it is: For candidates who can't show local study. Ten years of your residence, or a parent's residence (not counting study outside the state) or employment in Andhra Pradesh, makes you eligible for the 15% Andhra Pradesh unreserved seats only, not the 85% local seats.
How to get it: Apply to the Revenue authorities (MRO/Tahsildar) for a residence/employment certificate that clearly states the years. A current employment certificate of either parent working in AP is also accepted.
What it costs: Nominal.
How long: About 1–2 weeks.

Watch out: Time spent studying outside the state (for residence), or a parent's employment outside the state, doesn't count toward the ten years. This route qualifies you only for the 15% unreserved seats.

Transfer Certificate (Intermediate / 10+2)

Last institution attended (Intermediate / 10+2)

Standard

What it is: A required upload in the NTRUHS document list that confirms you left your Intermediate/10+2 institution.
How to get it: Collect the Transfer Certificate from your Intermediate / 10+2 college.
What it costs: Nominal / free.
How long: Same day to a few days.

Watch out: It is one of the mandatory documents, listed alongside the study and qualifying-exam certificates, so don't treat it as optional.

Telangana-to-AP Local Status Certificate

MRO, Govt. of Andhra Pradesh (online)

Time-bound

What it is: For candidates who moved from Telangana to Andhra Pradesh. This is the local status certificate the MRO issues online, and it lets you claim AP local status.
How to get it: Apply online to the MRO in Andhra Pradesh for the local status certificate (under G.Os.No.132/171/129/161 of the General Administration Dept.).
What it costs: Nominal.
How long: About 1–2 weeks.

Watch out: This certificate is only for Telangana migrants, and only one issued in online mode on or before 01-06-2024 is valid — a manually issued certificate is not considered.

Reservation & fee documents

Integrated Community Certificate (with barcode)

Tahsildar / Mandal Revenue Officer, Govt. of Andhra Pradesh

Time-bound

What it is: Proof of your category for the AP quota. BC is split into BC-A 7%, BC-B 10%, BC-C 1%, BC-D 7%, BC-E 4% (29% total); SC is sub-classified into Group-1 (1%), Group-2 (6.5%) and Group-3 (7.5%); ST is 6%.
How to get it: Apply to the Tahsildar/MRO (through the AP online citizen service). Only the latest Integrated Community Certificate with barcode, in the AP proforma, is accepted.
What it costs: Nominal.
How long: About 7–15 days.

Watch out: Only a barcoded AP Integrated Community Certificate is accepted; an old format or an out-of-state certificate is rejected. For BC, only BC-A to BC-E are accepted — a plain OBC certificate is not valid for the state quota. For SC, the certificate must name the sub-group (Group-I, II or III) as notified in G.O.Ms.No.7 (Social Welfare, 18-04-2025), or it is rejected.

EWS Income & Asset Certificate

Tahsildar, Govt. of Andhra Pradesh

Time-bound

What it is: For the 10% EWS reservation (for candidates not covered by SC/ST/BC). EWS seats apply in government medical colleges with the NMC-approved additional seats.
How to get it: Get the Income & Asset Certificate for EWS, valid for the year 2026-27 (financial year 2025-26), issued by the AP Tahsildar on or after 01.04.2026.
What it costs: Nominal.
How long: About 7–15 days.

Watch out: Only an EWS certificate issued by the Govt. of A.P. is accepted, and it must be dated on or after 01.04.2026; an older certificate is rejected.

Parental Income Certificate / White Ration Card

Tahsildar / Civil Supplies Dept., Govt. of Andhra Pradesh

Standard

What it is: Proof of family income, used only for the fee-reimbursement claim (fee concession). It is not needed for admission itself.
How to get it: Obtain the parental income certificate from the Tahsildar, or use your family's white ration card.
What it costs: Nominal.
How long: About 7–15 days.

Watch out: This is only for fee reimbursement; skip it if you are not claiming a fee concession. Carry it separately from the reserved-category proofs.

Special quotas & board equivalence

Equivalency Certificate

Board of Intermediate Education, Andhra Pradesh

Standard

What it is: Needed if you passed from a board other than the AP state board, CBSE or ICSE.
How to get it: Apply to the Board of Intermediate Education for equivalence of your qualifying examination.
What it costs: Nominal.
How long: Allow a couple of weeks.

Watch out: Without it, a non-standard board candidate's qualification may not be accepted. The qualifying exam must be proved with a marks memo — a grade-only certificate is not accepted.

Minority Certificate

Competent authority

Standard

What it is: For admission to minority institutions.
How to get it: Get the minority certificate the institution requires from the competent authority.
What it costs: Nominal.
How long: Varies.

Watch out: Minority seats follow each institution's own rules, so check the 2026 prospectus.

PwBD Certificate

State-specified authority / MCC centre (AIQ)

Start now

What it is: For the Persons with Benchmark Disability horizontal quota.
How to get it: For the AP state quota, upload a valid UDID card (from the designated medical authority under MoSJE) plus a self-certified affidavit in the Schedule-I format of the Interim Guidelines dated 19.07.2025, then appear before the designated medical board for verification. For AIQ you need a separate certificate from one of the MCC's roughly 16 designated centres.
What it costs: Free at a government facility.
How long: Apply early; slots are limited.

Watch out: A state PwBD certificate does not cover your AIQ PwBD claim, and an AIQ one does not cover the state claim.

Special categories (horizontal)

Only if it applies to you

Only if you qualify under a special category. These are compartmentalised horizontal reservations that cut across OC/BC/SC/ST. The originals are checked by the concerned department, and its merit list is final.

CAP (Army) Certificate

Zilla Sainik Welfare Officer (scrutiny: Director, Sainik Welfare Dept., AP)

Standard

What it is: For the 1% Children of Armed Forces Personnel (Army, Navy, Air Force) quota. CAPF (BSF/CRPF) are not part of this 1%.
How to get it: Retired personnel upload the CAP certificate, discharge book, ex-servicemen ID card and pension payment order as a single PDF. Serving personnel upload a service certificate from the Commanding Officer that states the declared permanent home address.
What it costs: Nominal.
How long: Varies; apply early.

Watch out: The 1% is only for wards of Army, Navy and Air Force personnel; CAPF service does not qualify.

NCC Certificate

NCC Directorate, Andhra Pradesh (scrutiny: Director of NCC, AP)

Standard

What it is: For the 1% NCC quota. Grace marks depend on your certificate level: A 1%, A+B 3%, plus TSC/VSC/NSC 5% and RDC 7%, capped at 15% of the marks you secured.
How to get it: Upload the authenticated NCC 'A' / 'B' certificate and any TSC/VSC/NSC or RDC participation proof. Only certificates issued by the NCC Directorate are valid.
What it costs: Nominal.
How long: Varies.

Watch out: You can use the grace-mark benefit only once in a lifetime, and admission under NCC is limited to 1% of seats as horizontal reservation.

Sports & Games Certificate

Association concerned (scrutiny: Vice-Chairman & MD, SAAP / SAI)

Standard

What it is: For the 0.50% Sports and Games quota.
How to get it: Upload the sports certificate(s) with Forms 1 to 4 issued by the association concerned, scanned into a single PDF.
What it costs: Nominal.
How long: Varies.

Watch out: Original sports certificates are checked separately by SAAP/SAI, so watch the University website for the scrutiny notice.

Police Martyrs Children (PMC) Certificate

DIG (SIB) / DIG (CI cell)

Standard

What it is: For the 0.25% Police Martyrs Children quota.
How to get it: Upload the PMC certificate from the competent police authority.
What it costs: Nominal.
How long: Varies.

Watch out: The reservation is 0.25% as horizontal reservation, and the concerned department's confirmation is final.

Bharat Scouts & Guides Certificate

Commissioner, Bharat Scouts & Guides, Govt. of A.P.

Standard

What it is: For the 0.5% Bharat Scouts & Guides quota.
How to get it: Upload the Bharat Scouts & Guides certificate from the competent authority.
What it costs: Nominal.
How long: Varies.

Watch out: The reservation is 0.5% as horizontal reservation.

Anglo-Indian Certificate

MRO (scrutiny: Secretary, Dept. of Minority Welfare, Govt. of A.P.)

Standard

What it is: One MBBS seat is reserved for the Anglo-Indian community.
How to get it: Upload the Anglo-Indian certificate in the prescribed proforma issued by the MRO.
What it costs: Nominal.
How long: Varies.

Watch out: It is a single MBBS seat, subject to scrutiny and confirmation by the Dept. of Minority Welfare.

NRI / OCI / PIO documents

Only if it applies to you

Only if you are applying against an NRI seat or you hold an OCI / PIO card.

OCI / PIO Card

Ministry of Home Affairs

Standard

What it is: Status proof for OCI/PIO applicants. Cards issued on or after 04.03.2021 are eligible only against NRI or supernumerary seats, not seats reserved for Indian citizens.
How to get it: Carry your valid OCI/PIO card and upload it with the application.
What it costs: As per MHA.
How long: Instant if you already hold it.

Watch out: OCI/PIO holders registered on or after 04.03.2021 cannot take a seat reserved only for Indian citizens.

NRI Seat Supporting Documents

Sponsoring NRI / college (per AP rules)

Time-bound

What it is: Proof to claim a Category C (NRI) seat in private un-aided colleges (NRI tuition fee Rs.39,60,000 MBBS / Rs.13,20,000 BDS) or the government NRI category.
How to get it: Put together the NRI sponsorship and relationship proofs the college requires under AP rules, and confirm the exact list in the 2026 prospectus.
What it costs: Varies.
How long: Varies; arrange well ahead.

Watch out: NRI seat rules and the required proofs change each cycle, so check the current proforma in the 2026 NTRUHS brochure before you rely on it.

The Andhra Pradesh checklist

Study certificates Class 6–Intermediate: the backbone of your local-status claim; four years in a row in a local area makes you local to that area.
Transfer Certificate: the Intermediate / 10+2 TC is a required upload, not optional.
No local study here? Prove the 15% unreserved route with ten years of residence/employment, or the Telangana-migration local status certificate from the MRO.
Category & income: current AP Integrated Community Certificate with barcode (BC/SC/ST); EWS Income & Asset certificate from the AP Tahsildar, issued on or after 01.04.2025.
Central vs state for AIQ: AP category certificates are for the state quota; AIQ needs a central-list OBC-NCL certificate.
