Bihar NEET MBBS Counselling Documents

Every document a Bihar candidate needs. That means the national papers every applicant carries, plus the BCECEB / UGMAC records for the state quota. For each one, here is what it is, how to get it, what it costs, and the mistakes that cost a seat.

Bihar Combined Entrance Competitive Examination Board (BCECEB)bceceboard.bihar.gov.in Verified 7 June 2026

In Bihar you have to bring your own application papers to verification

Bihar runs admissions through the UGMAC process, and the thing that catches people out is paperwork you create yourself from the portal. Once you register, you have to download and print your UGMAC application / confirmation pages and bring them, along with the board's check slip and biometric report, to physical scrutiny. You also need a Bihar residence certificate from your Circle Officer.

What Bihar checks at scrutiny

Your UGMAC records. The printed UGMAC application / confirmation page (along with the board's check slip and biometric report) is mandatory at physical verification; it ties your data to your NEET identity.

Residence certificate. A Bihar residence certificate from the Circle Officer (CO) is what gives you the state quota.

You are considered for the 85% state quota and the 15% All India Quota run by the MCC. The documents below cover both. One difference for AIQ: your OBC certificate must be on the Central OBC-NCL list in the central format, because a Bihar OBC/EBC certificate works for the state quota but is rejected for AIQ. If you plan to use both, get a central-list OBC-NCL certificate as well.

You already have this one. If you have lost it, apply to your board for a duplicate well before counselling starts.
What it costs
Free if you have it; a duplicate from the board costs about Rs.100–500.

Ready straight away if you have it; a board duplicate can take 2–4 weeks.

Class 12 Marksheet + Passing Certificate

Recognised national or state board

Government Photo ID

Aadhaar / PAN / Passport / Voter ID / Driving Licence

Standard
What it is
This checks your identity against the admit card so nobody can sit in your place.

Bring any valid, unexpired government ID. Aadhaar is the simplest choice, since your name has to match across all your documents.
What it costs
Free if you have it.
How long
Ready straight away if you have it.

Passport-size Photographs

Same photo as your NTA registration

Standard
What it is
These are for the college's records. They must be the same photo you uploaded during NEET registration.

What it costs
About Rs.50–150 at a photo studio.

Free at a government hospital; Rs.200–1,000 at a private one.

Birth certificate: only needed as a backup if your Class 10 certificate does not print the exact date of birth.

Bihar eligibility

This is what unlocks the 85% state quota.

Certificate of Residence of Bihar

Circle Officer (CO) via RTPS Bihar

Start now
What it is
The main proof that you are a Bihar resident, which is what the state quota rests on.
How to get it
Apply on the RTPS Bihar portal (serviceonline.bihar.gov.in); the Circle Officer issues it.
What it costs
Nominal.
How long
Allow about 2 weeks under RTPS, so apply early.

Watch out: It has to be a Bihar residence certificate from the CO / competent revenue officer.

Application & identity records

You generate these from the BCECEB portal, and every candidate needs them at physical scrutiny.

UGMAC Application (Part-A & Part-B / Confirmation Page)

Downloaded from the BCECEB portal

Start now
What it is
Your main application, and the record that tracks your data through the process.
How to get it
Once you register on UGMAC, download and print the application / confirmation pages.
What it costs
Free.
How long
Available right after registration.

Watch out: Bring the printed copies to scrutiny; they are mandatory.

Biometric Report & Check Slip

Downloaded from BCECEB; verified at the nodal centre

Start now
What it is
Physical identity check against your NEET exam records.
How to get it
Download the biometric identification report and check slip(s) from BCECEB and bring them with you.
What it costs
Free.
How long
At registration / scrutiny.

Watch out: These confirm you are really present; if you turn up without them, your admission can stall.

Aadhaar Card

UIDAI

Standard
What it is
Identity proof you need alongside your UGMAC records at physical scrutiny.
How to get it
Bring your original Aadhaar card, and check that the name matches your other documents.
What it costs
Free if held.
How long
Instant if held.

Watch out: It is on the list of required originals at counselling, so don't leave it behind.

Reservation & special quotas

Only if it applies to you

Only if these apply to you.

Caste / BC / EBC / EWS Certificate

CO / Revenue Officer of your permanent residence, applied via RTPS Bihar (serviceonline.bihar.gov.in)

Time-bound
What it is
Proof of your reserved category for the Bihar state quota. Bihar splits backward classes into BC (12%) and EBC (18%), so a NEET OBC candidate is placed against Bihar's BC or EBC list, not a single OBC pool. SC is 16%, ST is 1% and EWS is a separate 10% quota.
How to get it
Apply on RTPS Bihar (serviceonline.bihar.gov.in) in the prescribed Bihar format; the Circle Officer (CO) / Revenue Officer of the area where you permanently live issues it. Bring the original to scrutiny.
What it costs
Nominal.
How long
About 2 weeks, so apply early.

Watch out: EBC and EWS certificates have a limited validity, so get freshly dated copies for this cycle. A Bihar BC/EBC certificate only works for the state quota; for the 15% AIQ you need a Central OBC-NCL certificate in the central format.

Disability (DQ / PwBD) Certificate

An authorised Bihar medical college / centre (state quota); a designated MCC centre (AIQ)

Start now
What it is
For the Disabled Quota (DQ) horizontal. Bihar keeps DQ seats within the total seats of every government college.
How to get it
For the state quota you have to get the certificate on the prescribed UGMAC proforma (para 3.6.3, Annexures 5-7). After you download your online application form, report for the disability test at one of the authorised Bihar medical colleges listed in the prospectus (for example PMCH, NMCH, IGIMS, DMCH, JLNMCH, ANMMC, SKMCH, GMCH Bettiah, BMIMS Pawapuri, JKTMC Madhepura). For AIQ you need a separate certificate from one of the MCC's designated national centres.
What it costs
Free at a government facility.
How long
Apply early; slots are limited.

Watch out: A certificate from any centre other than the authorised ones won't be accepted, and the consequence falls on you. A state DQ certificate does not cover your AIQ claim, and the AIQ one does not cover the state quota.

Reserved Category Girls (RCG) claim

Established through your Bihar caste/BC/EBC certificate; no separate certificate

Standard
What it is
Bihar keeps 3% of seats horizontally for women of the reserved categories (Reserved Category Girls). It is a horizontal claim that sits on top of your category, not an extra paper.
How to get it
You qualify automatically if you are a female candidate, a resident of Bihar and hold a valid Bihar reserved-category (SC/ST/BC/EBC) certificate. Just make sure your category certificate is in order, because that document carries the claim.
What it costs
No separate cost.
How long
No separate processing.

Watch out: Only Bihar-resident women of the reserved categories get RCG. If RCG seats stay vacant, they go back to the parent reserved category.

The Bihar checklist

  • Residence certificate: from the Circle Officer via RTPS Bihar; apply early.
  • UGMAC records: print the Part-A/Part-B confirmation page, check slip and biometric report, and bring them to scrutiny.
  • Category: current caste/EBC/EWS certificates, freshly dated.
  • Central vs state for AIQ: Bihar category certificates are for the state quota; AIQ needs a central-list OBC-NCL certificate.

Keep the full Bihar checklist

Download the branded PDF with every document, authority, cost and watch-out, ready to print and tick off.

You apply to two pools. Every Bihar candidate also needs the All India Quota documents, so see the AIQ guide.

About this guide

Verified 7 June 2026

Prepared by neet2seat. Rules, fees and timelines were verified against official sources as of 7 June 2026, using the 2025 counselling cycle as the baseline because the 2026 MCC and state information bulletins were not yet published when this was written. The 3 May 2026 NEET UG exam was cancelled; the re-exam is on 21 June 2026 with results expected in July, so every counselling date will move accordingly. Fee figures are from 2025 bulletins and can change. Cross-check the exact proforma, fee and signing authority against the official 2026 brochure before you get any certificate made. This is information, not legal advice.
