Himachal Pradesh NEET MBBS Counselling Documents
Every document a Himachal Pradesh candidate needs, covering the national papers every applicant must carry, plus the AMRU state-quota proofs. What each one is, how to get it, what it costs, and the mistakes that cost a seat.
Himachal runs on the Bonafide Himachali certificate, and on strict upload rules
The Himachal quota turns on one document: the Bonafide Himachali certificate. You or your parents must be bonafide residents of Himachal Pradesh, except if you are going for management or NRI seats. If you passed 10+2 outside the state, you also need an equivalence certificate. AMRU is unusually strict about how you upload your form, so your photo and signature have to meet exact size and background rules, or the portal rejects the application.
What Himachal requires
Bonafide Himachali certificate. You or a parent must be a bonafide resident of Himachal Pradesh to claim the state quota.
Upload formatting. AMRU sets exact photo and signature rules (a recent photo on a white background, with tight file-size limits, and a signature in blue or black ink on white paper). Get these right, or the application is rejected at the upload stage.
You are considered for the 85% state quota and the 15% All India Quota run by the MCC. The documents below cover both. One difference for AIQ: your OBC certificate must be on the Central OBC-NCL list in the central format. A Himachal category certificate works for the state quota but is rejected for AIQ. If you plan to use both, get a central-list OBC-NCL certificate as well.

NEET UG 2026 Admit Card
National Testing Agency (NTA)
- What it is
- This is your proof that you sat the exam. It carries your roll number and the photo used to match your face at the desk.
- How to get it
- Download it from neet.nta.nic.in. A fresh admit card is being issued for the 21 June 2026 re-exam, so your old 3 May admit card no longer counts.

- Free.

- You can download it the moment it is released, expected by mid-June 2026.
NEET UG 2026 Scorecard / Rank Letter
National Testing Agency (NTA)
- What it is
- This shows your percentile, your marks and your All India Rank. The whole allotment runs on this rank.
- How to get it
- Download it from neet.nta.nic.in once results are out, expected July 2026.
- What it costs
- Free.
- How long
- You can download it the moment results are declared.
Class 10 Certificate / Marksheet
Recognised national or state board
- What it is
- This is the accepted proof of your date of birth. The counselling authority wants the board certificate, not a municipal birth certificate.
- How to get it
- You already have this one. If you have lost it, apply to your board for a duplicate well before counselling starts.
- What it costs
- Free if you have it; a duplicate from the board costs about Rs.100–500.
- How long
- Ready straight away if you have it; a board duplicate can take 2–4 weeks.
Class 12 Marksheet + Passing Certificate
Recognised national or state board
- What it is
- This proves you cleared 10+2 with Physics, Chemistry, Biology/Biotech and English, and met the required aggregate (50% Open/EWS, 40% SC/ST/OBC, 40% Open-PwBD).
- How to get it
- You already have this one. It must show your individual subject marks.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Government Photo ID
Aadhaar / PAN / Passport / Voter ID / Driving Licence
- What it is
- This checks your identity against the admit card so nobody can sit in your place.
- How to get it
- Bring any valid, unexpired government ID. Aadhaar is the simplest choice, since your name has to match across all your documents.
- What it costs
- Free if you have it.
- How long
- Ready straight away if you have it.
Passport-size Photographs
Same photo as your NTA registration
- What it is
- These are for the college's records. They must be the same photo you uploaded during NEET registration.
- How to get it
- Print 8 colour copies from the exact file you uploaded to NTA.
- What it costs
- About Rs.50–150 at a photo studio.
- How long
- Same day.
Medical Fitness Certificate
Registered allopathic practitioner (MBBS or higher)
- What it is
- This confirms you are fit for clinical training. Some colleges issue it when you report; others want it in hand beforehand.
- How to get it
- Get it from a registered MBBS doctor, or from the allotted college's own medical board if they insist on using theirs.
- What it costs
- Free at a government hospital; Rs.200–1,000 at a private one.
- How long
- Same day.
Birth certificate: only needed as a backup if your Class 10 certificate does not print the exact date of birth.
Himachal Pradesh eligibility
These unlock the 85% state quota.
Bonafide Resident of Himachal Pradesh Certificate (Appendix-1)
Sub-Divisional Magistrate / Executive Magistrate / Tehsildar of the area to which the parents/guardian belong
- What it is
- Your main proof of Himachal residence for the 85% state quota, on the set Appendix-1 proforma. It certifies you as a bonafide Himachali, meaning you have a permanent home in HP, or 20 years' residence, or a permanent home in HP while living outside for work.
- How to get it
- Get it from the Sub-Divisional Magistrate / Executive Magistrate / Tehsildar of the area your parents or guardian belong to, on the Appendix-1 format. The permanent address of your parents or guardian shown in the application form is treated as your permanent residence.
- What it costs
- Nominal.
- How long
- Allow about 2 weeks; apply early.
Watch out: It must be signed, not countersigned, and issued on or after 1.1.2015. Only management and NRI quota seats can be taken without bonafide Himachali status.
Equivalence Certificate (if 10+2 from outside HPBOSE / CBSE / ICSE)
HP Board of School Education, Dharamshala
- What it is
- You need this only if you passed your 10+2 from a board other than the HP Board of School Education, CBSE or ICSE.
- How to get it
- Apply to the HP Board of School Education, Dharamshala for an equivalence certificate for your qualifying exam.
- What it costs
- Nominal.
- How long
- Allow a couple of weeks.
Watch out: Your eligibility itself rests on having passed at least two of your middle, matric, 10+1 or 10+2 exams from recognised schools in HP; the equivalence certificate only covers a 10+2 from a board other than HPBOSE, CBSE or ICSE.
Reservation & application documents

SC / ST Certificate (Appendix-2)
Sub-Divisional Magistrate / Executive Magistrate (Tehsildar) of the area to which the parents belong
- What it is
- Proof that you belong to a caste or tribe recognised as Scheduled Caste or Scheduled Tribe for Himachal Pradesh, for the HP reserved-category quota.
- How to get it
- Get it from the SDM / Executive Magistrate (Tehsildar) of the area your parents belong to, on the Appendix-2 format.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: It must be signed, not countersigned, and issued on or after 1.1.2015. Reserved-category seats are meant only for bonafide Himachalis.
Confirmation Copy of Online Form
Downloaded from the AMRU portal
- What it is
- The printed confirmation of your AMRU application, which you need for admission.
- How to get it
- Download and print it after you submit the online form, keeping to the photo and signature specs.
- What it costs
- Free.
- How long
- Immediately after submission.
Watch out: A photo or signature upload that does not match or is wrongly formatted gets rejected, so follow the specs exactly.
OBC Certificate, non-creamy-layer (Appendix-3)
Sub-Divisional Magistrate / Executive Magistrate / Tehsildar (after verification from revenue records)
- What it is
- Proof that you belong to a class recognised as Other Backward Class in HP and are not in the creamy layer, for the HP OBC quota.
- How to get it
- Get it from the SDM / Executive Magistrate / Tehsildar on the Appendix-3 format, after verification from revenue records; a certificate from any other authority is not valid.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: It must be issued on or after 1.7.2023 and must state that you are not in the creamy layer. An HP OBC certificate works for the state quota but is rejected for AIQ, which needs a central-list OBC-NCL certificate.
EWS Income & Asset Certificate (Appendix-12a)
Competent authority of the State of Himachal Pradesh
- What it is
- Income & Asset certificate for the Economically Weaker Sections quota, for candidates not covered by SC, ST or OBC.
- How to get it
- Get it on the Appendix-12(a) format from the HP competent authority, certifying that your gross annual family income is below Rs.4 lakh for the financial year before you apply, and that the family holds none of the excluded assets.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: The HP EWS income ceiling is below Rs.4 lakh, not the central Rs.8 lakh. It must be issued on or after 1.7.2023. The family is excluded if it holds more than 1 hectare of agricultural land, a house over 2500 sq ft, is an income-tax payee, or has a regular or contract government employee.
Character Certificate (Appendix-16) + Tehsildar/SDM character certificate
Principal of the school/college last attended; plus a separate latest certificate from the Tehsildar / Sub-Divisional Magistrate
- What it is
- A required document for every candidate: a good-conduct or character certificate from the institution you last attended, plus a separate latest character certificate from the Tehsildar or SDM.
- How to get it
- Get the Appendix-16 character certificate from the Principal of the school or college you studied at last, and a separate latest character certificate from the Tehsildar / Sub-Divisional Magistrate of your area.
- What it costs
- Nominal.
- How long
- A few days each; arrange both.
Watch out: You need both; the principal's certificate on its own is not enough. If you are already admitted to a BDS course in an HP dental college, you must instead bring a character-cum-NOC from that college's Principal, or admission can be withheld.

PwBD Certificate (Appendix-8)
Medical Board of IGMC Shimla or Dr. RPGMC Kangra at Tanda (state) / MCC designated centre (AIQ)
- What it is
- Disability certificate for the Persons with Benchmark Disability horizontal quota, against the listed disabilities in the NMC (MBBS, Appendix-21) and DCI (BDS, Appendix-22) lists.
- How to get it
- For the state quota, get yourself examined and obtain the certificate from the duly constituted Medical Board of IGMC Shimla or Dr. Rajendra Prasad Govt. Medical College & Hospital, Kangra at Tanda, on the Appendix-8(i)/(ii) format. For AIQ you need a separate certificate from one of the MCC's designated centres.
- What it costs
- Free at a government facility.
- How long
- Apply early; the certificate must be issued within three months before the 1st round of counselling.
Watch out: The state PwBD certificate must come from the IGMC Shimla or RPGMC Tanda medical board, not a generic UDID card or a district board, and be issued within three months before round 1. A state PwBD certificate does not cover an AIQ PwBD claim, and the other way round.
IRDP / BPL Certificate (Appendix-12b)
Competent authority signed by the Block Development Officer of the area concerned
- What it is
- For the IRDP/BPL reserved seats of Himachal Pradesh, which also carry the lowest state fee (for example, Rs.53,240 first-year State Quota at the private MM Medical College, Kumarhatti, Solan). Includes the non-SC/ST/OBC certificate on the Appendix-12(b) format.
- How to get it
- Get the IRDP/BPL certificate from the competent authority, duly signed by the Block Development Officer of your area, along with the Appendix-12(b) non-SC/ST/OBC certificate.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: It must be signed by the Block Development Officer and issued within six months. BPL candidates must also submit a latest BPL certificate each year when depositing fees to keep the tuition-fee waiver in government colleges.
Special HP sub-quotas
Only if it applies to youOnly if you qualify under one of these Himachal-specific reserved sub-quotas. Each one needs its own prescribed-format certificate from the named authority, signed not countersigned, and issued on or after 1.7.2023.
Single Girl Child Certificate (Appendix-9)
Block Development Officer (rural); or Additional/Joint Commissioner of Municipal Corporation / Executive Officer / Secretary Nagar Parishad / SDM / Tehsildar (urban)
- What it is
- For the Single Girl Child reserved seat, certifying that you are the single girl child of your parents with no sibling.
- How to get it
- Get it on the Appendix-9 format from the Block Development Officer of your area, or from the urban authority (Additional/Joint Commissioner of Municipal Corporation, Executive Officer, Secretary Nagar Parishad, SDM or Tehsildar) if you belong to an urban area.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: It must be signed, not countersigned, and you must otherwise meet the State Quota eligibility criteria.
Ex-Serviceman / Defence Personnel Certificate (Appendix-4 / Appendix-5)
Competent defence authority (per Appendix-23 priority list)
- What it is
- For widows or wards of Ex-Servicemen (Appendix-4), or wards or wives of serving Defence Personnel of the Army, Air Force or Navy (Appendix-5), with seats given strictly by the Appendix-20 priority order.
- How to get it
- Bring the certificate on the Appendix-4 (Ex-Serviceman) or Appendix-5 (Defence Personnel) format, stating the priority number as per Appendix-23.
- What it costs
- Nominal.
- How long
- Varies; apply early.
Watch out: Seats are filled strictly by the priority order in Appendix-20, and you must be a bonafide resident of Himachal Pradesh.
Backward Area Certificate (Appendix-7)
Sub-Divisional Magistrate / Executive Magistrate (Tehsildar) of the area concerned
- What it is
- For the Backward Area reserved seat, certifying that you are a permanent resident of a notified backward area and passed at least two of your Primary, Middle, Matric, +1 or +2 exams from schools in that backward area.
- How to get it
- Get it on the Appendix-7 format from the SDM / Executive Magistrate (Tehsildar) of the area your father or guardian belongs to.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: It must be signed, not countersigned, and the backward area must be one notified by the HP Government.
Ward of Freedom Fighter Certificate (Appendix-6)
Competent authority (HP Government, per the Freedom Fighter definition)
- What it is
- For wards (children or grandchildren on the paternal side, or maternal-side sons or daughters where the freedom fighter had no son) of a person declared a Freedom Fighter by the HP Government.
- How to get it
- Bring the certificate on the prescribed Appendix-6 format.
- What it costs
- Nominal.
- How long
- Varies; apply early.
Watch out: The maternal-side benefit applies only where the freedom fighter is or was without a son.
J&K Migrant Certificate (Appendix-10)
District Magistrate / Deputy Commissioner of the area concerned
- What it is
- For children of Jammu & Kashmir migrants who were forced to leave J&K due to terrorism and are now living or rehabilitated elsewhere in the country.
- How to get it
- Get it from the District Magistrate / Deputy Commissioner on the Appendix-10 format.
- What it costs
- Nominal.
- How long
- About 2 weeks.
Watch out: Merit is drawn within this category against the seats reserved for J&K migrants.
Children of Tibetan Refugees Certificate (Appendix-11)
Tibetan Government in Exile (sponsorship)
- What it is
- For wards of Tibetan Refugees sponsored by the Tibetan Government in Exile, against the seats reserved for them.
- How to get it
- Submit the certificate on the prescribed Appendix-11 format, sponsored by the Tibetan Government in Exile.
- What it costs
- Nominal.
- How long
- Varies; apply early.
Watch out: Sponsorship by the Tibetan Government in Exile is required; merit is drawn within this category.
The Himachal Pradesh checklist
- Bonafide Resident certificate: the document that unlocks the state quota; from the SDM / Executive Magistrate / Tehsildar on Appendix-1 format, signed not countersigned, issued on or after 1.1.2015. Apply early.
- Outside-HP board: get an equivalence certificate from the HP Board of School Education, Dharamshala (only if your 10+2 is from a board other than HPBOSE / CBSE / ICSE).
- Character certificate: the school or college principal proforma plus a separate latest character certificate from the Tehsildar / SDM is required for everyone.
- Uploads: match AMRU's exact photo and signature specs, or the form is rejected.
- Category dates: SC/ST issued on or after 1.1.2015; OBC and EWS on or after 1.7.2023. The HP EWS income limit is below Rs.4 lakh (not the central Rs.8 lakh).
- Central vs state for AIQ: HP category certificates are for the state quota; AIQ needs a central-list OBC-NCL certificate.
