Gujarat MBBS counselling: round-by-round exit rules
Gujarat asks for very little at the front and a great deal at the back. Entry runs on a cheap PIN; the deterrent is a twenty-lakh rural-service bond that lands only if you leave the course or skip the mandatory rural year. The deposit is the easy part to plan around. The bond is the part to take seriously.

This page covers the ACPUGMEC state counselling for the 85% Gujarat quota in government colleges and the seats in private and self-financing colleges.
Who runs it
The Admission Committee for Professional Undergraduate Medical Educational Courses conducts counselling at medadmgujarat.org for the state quota.
Deposit and fees, by category
To take part you buy a 14-digit PIN online. It is flat across categories.
| Item | Amount |
|---|---|
| PIN — non-refundable component | ₹1,000 |
| PIN — refundable component | ₹11,000 |
There is no reserved-category concession on the PIN. The ₹11,000 is what you forfeit if you take a Round 2 allotment and do not confirm it.
How the rounds work
Round 1 allows a free exit: an allotment you do not join carries no forfeiture. Round 2 and beyond turn strict: a Round 2 allotment you do not confirm forfeits the ₹11,000 refundable amount and bars you from the remaining rounds of that cycle unless you formally re-register. Reporting tightens through the later rounds.
The rural service bond
Gujarat's defining feature is its bond. Drop out mid-course, or refuse the one mandatory year of rural service after graduation, and the MBBS penalty is ₹20,00,000 (higher for postgraduate and super-specialty courses). It traces to the 2019 state government resolution and is a course-and-service obligation, not a counselling deposit.
Reservation and eligibility
Domicile. Gujarat domicile, with the 85% state quota restricted to state candidates.
Reservation. SC 7%, ST 15% and the socially and educationally backward classes (SEBC) quota 27%, with EWS 10% and PwD 5% as a horizontal quota. Gujarat also runs a 10% Government School Quota in government colleges for candidates who studied in state government schools, a small ex-servicemen quota, and a Local ST quota in tribal-region colleges. SEBC and EWS benefit need the relevant Gujarat certificate.
What this means for your choices
The PIN is small enough to treat as a formality, so the real decision is the bond. Be sure you can serve the rural year before you accept a government seat, because the twenty-lakh penalty is what enforces it. In Round 2, confirm only seats you will keep, since non-confirmation forfeits the refundable amount and locks you out of the rest of the cycle. If you studied in a Gujarat government school, the 10% Government School Quota can reach seats your open rank would not.
