Himachal Pradesh MBBS counselling: round-by-round exit rules

Himachal runs a clean, well-documented process: a free first round, online choice locking, and a refundable token paid before the second round that you forfeit if you refuse a seat. Its reservation roster carries two unusual seats most states do not, for single girl children and for Tibetan refugees.

Security deposit, by category

Himachal calls its deposit a token amount, payable before the second round and flat across categories. The category concession is on the registration fee.

Registration fee is ₹2,500 for general, OBC and NRI candidates, ₹1,500 for SC, ST and EWS, and nil for PwD. The token returns on a clean exit and is forfeited for a refused allotment from the second round.

How the rounds work

Round 1 is a free exit: an allotment you do not report to carries no penalty. Lock your choices carefully online, since the locked list is what the allotment runs on. From Round 2 the token amount goes in before choice filling, and a Round 2 allotment you refuse forfeits it. The pattern holds through the later rounds, with reporting tightening toward the end.

Reservation and eligibility

Domicile. Bonafide Himachali status, established through passing at least two of the middle, matriculation, plus-one and plus-two exams from Himachal-recognised schools. Reserved-category seats are for bonafide Himachalis only; candidates eligible through other routes count as unreserved.

Reservation. Himachal publishes seats in absolute numbers rather than percentages. On a typical government college, this works out to roughly 15% Scheduled Caste and 7% Scheduled Tribe, with PwD at 5% of intake as a horizontal quota, plus EWS. Distinctive Himachal seats include a Single Girl Child quota of one seat per college, a Children of Tibetan Refugees quota, and quotas for Backward Area, IRDP/BPL families, children of J&K migrants, freedom-fighter dependants, ex-servicemen and defence personnel.

What this means for your choices

Treat choice-locking as final, because the locked order decides your seat. Watch the point before Round 2 when the token is due; missing the payment or refusing a Round 2 seat both cost the token. If you qualify for one of the Himachal-specific quotas, single girl child or Tibetan refugee in particular, file the certificate at verification, since these open seats no general candidate reaches.
