Odisha MBBS counselling: round-by-round exit rules
Odisha keeps Round 1 free and Round 2 firm, and reserves its real penalty for a late departure: leave after the final withdrawal deadline and the state imposes a financial penalty it sets by order, not a fixed figure you can plan around. A reservation change is also coming, so the category rules differ between the 2025 cycle and what follows.

This page covers the OJEE state counselling for the 85% Odisha quota in government colleges and the seats in private colleges.
Who runs it
The Odisha Joint Entrance Examination Committee conducts counselling at ojee.nic.in for the state quota.
Deposit, by category
A refundable caution money is taken, halved for reserved categories.
| You are filing for | Caution money (refundable) |
|---|---|
| General | ₹10,000 |
| SC, ST, PwD | ₹5,000 |
Registration fee is around ₹1,000, lower for SC, ST and PwD. The caution money is refunded if you are not allotted a seat or on a clean withdrawal.
How the rounds work
Round 1 functions as a free exit: not reporting forfeits the seat, not the caution money, which is refunded if you end with no seat. Round 2 forfeits your fees and ends your participation if you are allotted and do not join. Leaving late is where the cost lands: resign after the final withdrawal deadline and the rulebook withholds any refund and imposes a financial penalty as decided by the state government, with originals held until it is paid. Odisha also runs a service bond on stamp paper. There is no fixed rupee figure for the late-resignation penalty in the primary guideline; it is whatever the government order specifies, so read it before you sign.
Reservation and eligibility
Domicile. Odisha domicile, with SC and ST certificates issued in Odisha.
Reservation (2025 cycle). Odisha applied SC 8% and ST 12% in 2025, with EWS 10% and PwD as a horizontal quota. There was no OBC or SEBC medical reservation that year; OBC candidates competed in the general category. This is the rule for any 2025-based guidance.
A change ahead. The state has cleared an enhanced roster, raising SC and ST shares and introducing an SEBC quota, to take effect from the 2026-27 admission year. For the upcoming cycle, check which roster applies before filing, as it changes what your category reaches.
What this means for your choices
If you mean to leave, leave inside the withdrawal window, because after it the cost is open-ended and set by the state rather than by you. OBC candidates planning around the 2025 rules should know they competed as general that year; for the new cycle, confirm whether the enhanced roster with an SEBC quota is in force, since it changes the calculation materially.
