Of the 1,36,939 MBBS seats, 63,296 (46%) are in government colleges and 73,643 (54%) in private colleges. Government seats are far cheaper and close at tougher ranks; private seats are more numerous but cost more, with fees varying by state and college.

What is a seat matrix?
A seat matrix is the official college-wise list of how many seats each medical college has for a given year, approved by the National Medical Commission (NMC). Counselling authorities publish a matrix for each round, broken down by category (General, EWS, OBC, SC, ST) and quota (All India Quota, state quota, management and NRI). The matrix decides how many candidates can be admitted, so it sets the closing ranks: more seats in a category loosen the cutoff, fewer tighten it.
How MBBS seats are allotted: 15% AIQ vs 85% state
In government medical colleges, 15% of seats are surrendered to the central All India Quota (filled by MCC on NEET All India Rank), and 85% go to the state quota(filled by each state’s counselling on domicile and state rank). Private and deemed colleges fill through state or MCC counselling depending on the college. AIIMS and JIPMER admit 100% through the All India Quota — see the AIIMS cutoff hub for those.
