The OPEN (unreserved) category under All India Quota is available to all candidates regardless of caste, religion, or domicile. Approximately 50% of AIQ seats fall under this category after reserved quotas are filled. Any candidate from any state can compete for OPEN seats on NEET All India Rank merit, including OBC candidates whose families fall within the creamy layer. No caste or domicile certificate is required. OPEN is the most competitive AIQ category, with the lowest closing ranks at top government colleges.
PwD (Persons with Benchmark Disability) sub-quota: 5% of seats within each category are reserved horizontally for candidates with at least 40% benchmark disability (in most disability categories) as defined under the Rights of Persons with Disabilities Act, 2016.
